RESOLUTION
ON KOSOVO AND METOHIJA OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF SERBIA

Serbs in Kosovo and Metohija and their property, Serbian sanctities in the Province, the entire Serbia, and the state union Serbia and Montenegro have been once again exposed to a massive and organised violence by Albanian separatists and terrorists.

By beginning with the indispensability for the Serbian people, all the citizens and the state institutions to be engaged in defending highest national and state interests, the National Assembly of the Republic of Serbia, as the supreme representative body of citizens of Serbia, hereby expresses the following positions and requests:

1) The pogrom of Serbian population in Kosovo and Metohija on 17th through 19th March 2004 of the current year is a consequence of unreadiness of the UNMIK and KFOR to carry out their obligations pursuant to the UN Security Council Resolution 1244. This is a direct result of the transfer of jurisdiction from the international administration to the provisional authorities of Kosovo.

2) The Albanian population, even after the June 1999 coming to the Province of the civil and military mission, has behaved with hostility toward the Serbian population, the evidence of which is an enormous number of murders, arsons, as well as continued threats aimed at forcible expelling from the Province. Consequently, it is obvious that the 17th through 19th March events did not come as a surpise, so that the responsibility of the international peace-keeping and security forces was even greater.

3) Simultaneously with the increase and better organisation of the international security forces, we ask the international community to resolutely carry out investigation of crimes that have been committed, and to punish the perpetrators of the organised violence. We ask as well, that houses, churches and monasteries be restored without delay, so that life can return into them, demonstrating clearly in such a way to Albanian terrorists that their plan has been futile.

4) The latest organised massive violence of Albanians against Serbs by which an ethnical cleansing has been carried out and the stability of the entire region jeopardized, directs one without any doubt to the conclusion that it is indispensable to reassess and change the entire UN policy in the Province..

5) During the process, one must respect the principles of international law, and first of all the principle of inviolability of state borders, as well as the UN Security Council Resolution 1244.

6) The Government of the Republic of Serbia shall prepare a proposal for a political solution of the present situation in Kosovo and Metohija. This proposal must compulsorily be based on the following positions:

a) Kosovo and Metohija are an inalienable part of Serbia and the state union Serbia and Montenegro,

b) Serbs in Kosovo and Metohija must have new institutional guarantees of their status and a better protection of their rights,

v) Serbia must ensure the existence, the survival, the security and the return of the Kosmet Serbs.

7) Our state is obliged, both under its own laws and under international conventions, to protect the historical and cultural monuments and religious facilities in the Province. Putting on fire the Serbian churches and monasteries in the latest wave of violence demonstrates once again the aspiration of the Albanian separatists and terrorists to alter the historical and cultural image of Kosovo and Metohija. It is therefore indispensable to formulate, together with the political settlemet, the efficient ways of protection, some of which are already included in the UN Security Council Resolution 1244.

We hereby address this resolution to our citizens, to competent institutions and to the entire international community, from which we expect the understanding and a response required in the international struggle against terrorism.
