MEMORANDUM
OF UNDERSTANDING BETWEEN THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF FOREIGN AFFAIRS OF THE STATE OF PALESTINE ON POLITICAL CONSULTATIONS

("Off. Herald of RS - Treaties", No. 14/2015)

The Ministry of Foreign Affairs of the Republic of Serbia and the Ministry of Foreign Affairs of the State of Palestine, hereinafter referred to as "the two Parties",

Desirous to further develop the friendship and cooperation between the two Parties,

Proceeding from principles of equality, sovereignty and territorial integrity, noninterference in internal affairs, mutual respect and common interests,

Acknowledging adherence to the provisions of the United Nations Charter and the principles of international law,

Recognizing the importance of the cooperation between the two Parties on matters of mutual interest, as well as pertaining consultations within the framework of the United Nations and other international organizations,

Guided by their support and commitment to peace and security in the Middle East as well as the realization of the two-state solution based on the pre - 1967 borders to end the Israeli-Palestinian conflict, trough renewal of the Peace Process and direct negotiations of two sides;

Have agreed as follows:

Article I

The two Parties shall conduct Political Consultations on an annual basis to further enhance the bilateral relations between the two countries. The date and venue of holding these consultations shall be agreed upon through diplomatic channels

Article II

The two Parties will hold, periodically, political consultations between representatives of the two Ministries on matters concerning their bilateral relations, as well as on regional and international issues of mutual interests.

Article III

The consultations will be presided over by the Ministers of Foreign Affairs from both Parties, or representatives designated by them, and may invite representatives from other sectors who may be interested in cooperation and enhancing bilateral relations in their relative fields.

Article IV

The consultations shall:

1. Lay down the basis for the promotion of relations between the Parties in all fields; in particular political, economic, development aid, commercial, cultural, educational, scientific, technical, and informational fields.

2. Follow up implementation of any agreements signed between the two Parties and to serve as a framework for consultations on any difficulties which might impede their implementation.

3. Facilitate the exchange of information and experiences.

Article V

The permanent missions of both parties to International Organizations shall maintain contacts and have consultations on issues of mutual interest as required.

Article VI

The present Memorandum of Understanding can be amended when necessary by both Parties through consultations and by mutual consent.

Article VII

The present Memorandum of Understanding shall be applied upon its signature and shall remain in force for an indefinite period, unless either party notifies the other in writing of its intention to finalise its application with six months prior notice.
