AGREEMENT
ON SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE GOVERNMENT OF THE ARGENTINE REPUBLIC

The Government of the Republic of Serbia and the Government of the Argentine Republic, hereinafter referred to as "the Parties",

Desirous of developing cooperation in the fields of scientific research and technological development;

Have agreed as follows:

Article 1

The Parties shall create favourable conditions for the development of cooperation in the fields of science and technology between the two countries in accordance with their capabilities and budgets, with a view to promoting scientific and technological cooperation between the relevant institutions, on the basis of equality and mutual benefits.

Article 2

The purpose of this Agreement is to increase and develop relations between the scientific and technological communities of both Parties, promoting conditions for cooperation through the exchange of scientists and experts within the framework of institutional projects aimed at fostering:

a) basic and applied research;

b) technological development; and

c) activities of innovation.

Article 3

The Parties shall promote scientific and technological cooperation and innovation in the following areas:

a) biotechnology, agriculture, and the food industry;

b) biomedicine; and

c) renewable energies, and environmental protection.

Article 4

The open invitation to carry out projects within the framework of this Agreement shall extend to all relevant scientific and technological institutions, in compliance with all relevant applicable national laws.

Cooperation shall include the following activities:

1. Joint and coordinated implementation of specific scientific and technological research or innovation projects;

2. Exchange and training of experts, scientists and researchers, within the framework of joint cooperation projects;

3. Organization of conferences, seminars, training and specialization courses for professional qualification and training;

4. Use of equipment and facilities for the joint implementation of scientific projects, in compliance with established terms and conditions; and

5. Exchange of scientific and technological information, as well as of information on policies and regulations in these fields.

Article 5

The application of this Agreement shall be the responsibility of the competent authorities for international scientific and technological cooperation:

- the Ministry of Science and Technological Development of the Republic of Serbia; and

- the Ministry of Science, Technology and Productive Innovation of the Argentine Republic.

Projects will be selected in compliance with the current standard procedures applied by the Parties. Projects in which young researchers who are preparing their doctoral theses shall be given priority and shall be completed under joint supervision.

Article 6

In order to make this Agreement viable and promote scientific and technological cooperation, as well as, innovation between the institutions and organizations of both countries, the Parties shall establish regular programmes (protocols) on scientific and technological cooperation.

All expenses arising from this Agreement shall be borne by the Parties. The travel and insurance expenses of researches shall be borne by the sending Party, while local transportation, accommodation, and food costs shall be borne by the receiving Party.

Article 7

Intellectual property rights arising from the cooperation set forth in this Agreement shall be protected on the basis of the agreements and contracts entered into by the competent bodies and organizations of the Parties, in compliance with their respective national laws.

Neither Party may disclose to any third parties, without the prior written consent of the other Party, the scientific and technological material and information obtained by virtue of this Agreement.

Article 8

The Parties agree to establish a Joint Scientific and Technological Cooperation Committee (hereinafter, the "Joint Committee"), which shall be responsible for the monitoring of scientific and technological cooperation between the two countries. The Joint Committee shall be in charge of analyzing the implementation of this Agreement, as well as the promotion, strengthening, and development of mutual cooperation aimed at defining cooperation contents and modalities.

The Joint Committee shall meet every two years, alternatively in the Republic of Serbia and in the Argentine Republic, in order to assess the cooperation offered within the framework of specific projects and cooperation programmes.

Article 9

This Agreement may be amended or supplemented by mutual agreement of the Parties.

The amendments or supplements to this Agreement mentioned in the above paragraph shall enter into force in accordance with the first paragraph of Article 10 hereof.

Article 10

This Agreement shall enter into force on the date the Parties notify each other, through diplomatic channels, that they have complied with their respective internal procedures.

This Agreement shall be in force for a term of five years, which shall be automatically renewed for equal terms, unless one of the Parties notifies the other, through diplomatic channels and at least six months in advance, of its intention to terminate this Agreement.

The termination of this Agreement shall not affect ongoing projects, unless otherwise agreed by the Parties.

This Agreement shall supersede the Agreement on Scientific and Technical Cooperation between the Government of the Socialist Federal Republic of Yugoslavia and the Government of the Argentine Republic, entered into in Belgrade on 21 September 1977.

Done in B. Aires, 26. ХI 2014 in two originals in the Serbian, Spanish, and English languages, both being equally authentic. In case of any divergence of interpretation, the English text shall prevail.
