MEMORANDUM
OF UNDERSTANDING ON COOPERATION IN THE FIELD OF DIGITALISATION OF PUBLIC ADMINISTRATION BETWEEN THE MINISTRY OF PUBLIC ADMINISTRATION AND LOCAL SELF-GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF PUBLIC ADMINISTRATION OF THE REPUBLIC OF SLOVENIA

The Ministry of Public Administration and Local Self-Government of the Republic of Serbia and the Ministry of Public Administration of the Republic of Slovenia (hereinafter jointly referred to as "the Signatories" and in the singular as "Signatory");

CONSIDERING the friendly and cooperative relations between the Republic of Serbia and the Republic of Slovenia; and

DESIRING to cooperate in the field of digitalisation of public administration;

HEREBY AGREE as follows:

1. The Ministry of Public Administration and Local Self-Government of the Republic of Serbia and the Ministry of Public Administration of the Republic of Slovenia shall cooperate in the field of digitalisation in such areas as the Signatories agree in writing, including but not limited to:

a) the centralisation and governance of the state IT;

b) government cloud infrastructure;

c) common building blocks for ensuring authentication and secure signatures, delivery, and electronic data exchange;

d) e-public procurement;

e) securing networking and data (cyber security);

f) developing cross-border e-services and experience-sharing in adapting and implementing EU legislation;

g) use of information and communication technologies (ICT) throughout the public sector.

2. The Memorandum of Understanding shall be executed by means of:

a) exchanging good practices and solutions developed in the ICT field;

b) organising working visits and study tours for officials holding leadership or management positions and specialists;

c) organising joint expert workshops, seminars and other meetings in either of the two countries or in the region as agreed;

d) providing technical consultations in the areas of new service delivery channels;

e) opening markets for ICT businesses and joint appearances in third markets, and

f) such other cooperation as may be mutually agreed upon.

3. The costs of activities and other work-related expenses for the implementation of this Memorandum of Understanding incurred by a Signatory shall be borne by each Signatory for their own representatives.

4. The Signatories shall evaluate the implementation of the Memorandum of Understanding on a regular basis with a view to amending it if necessary.

5. This Memorandum of Understanding shall remain in effect until one Signatory terminates it. It shall cease to apply three months following the receipt of a termination notice issued by the other Signatory.

6. This Memorandum of Understanding shall come into effect upon being signed by both Signatories.

7. Signed in Ljubljana on 17 January 2017, in two original copies, each in the Serbian, Slovenian, and English languages, all of which are equally valid. In the event of disagreement as regards to the interpretation of the valid text, the English text shall have priority.
