MEMORANDUM
OF COOPERATION IN THE FIELD OF AGRICULTURE BETWEEN THE MINISTRY OF AGRICULTURE AND ENVIRONMENTAL PROTECTION OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF MUNICIPALITY AND ENVIRONMENT OF THE STATE OF QATAR

The Ministry of Agriculture Environmental Protection of the Republic of Serbia and the Ministry of Municipality and Environment of the State of Qatar (hereinafter referred to as the Parties),

Desiring to foster friendly relations and enhance cooperation in the field of agriculture between the two countries,

In accordance with the principle of equality, mutual respect and reciprocal benefit,

Declaring the intention to intensify cooperation between the two Ministries,

Aiming to expand economic, scientific and technical cooperation in the field of agriculture,

have agreed as follows:

ARTICLE 1

The Parties shall promote cooperation in the field of agriculture in accordance with their competences, taking into consideration the priorities and interests of both Sides. The Parties shall, within the scope of their competences and in the framework of their national legislation and other international treaties, to which they are signatories, facilitate the establishment of relations between household entities, enterprises and organizations of both countries.

ARTICLE 2

In order to achieve effective collaboration, the Parties shall support and promote concrete cooperation in the following fields:

1. Exchange of scientific and technical information and scientific research findings, as well as implementation of joint research programmes in the field of agriculture;

2. Development and introduction of modern technologies in the field of agriculture;

3. Post-harvest technologies, agro processing and marketing with backward and forward linkages;

4. Promotion of joint programmes in the filed of agriculture;

5. Promotion business to business cooperation in the field of agriculture and allied sectors;

6. Harmonization/cooperation in veterinary, phyto-sanitary and other regulations in the field of animal breeding, nutrition and health protection; seed and other planting materials; fish feeds production and processing in accordance with international standards;

7. Cooperation in areas of biotechnology, Organic agriculture, aquaculture and development of marine environment.

ARTICLE 3

The fields of the cooperation referred to in Article 2 of this Memorandum shall be achieved through:

1. Mutual visits of representatives of scientific and research institutions;

2. Organization of training and technical programmes, symposia, seminars, conferences, exhibitions and fairs devoted to various fields of agriculture;

3. Development and implementation of mutually beneficial projects, dealing with key issues and priorities in the agrarian sector;

4. Mutual visits of representatives engaged in agricultural production and processing industry.

ARTICLE 4

The implementation of this Memorandum shall be without prejudice to the fulfillment of obligations of the Parties arising from bilateral and multilateral international agreements to which either of them is a State signatory, and stemming from their respective membership in international and regional organizations. The Parties shall apply standards, rules, regulations and procedures of international organizations of which they are members.

ARTICLE 5

The competent authorities of the Parties shall arrange, if necessary, joint meetings.

Concerning the expenses of organizing meeting, they are to be borne by the competent authority of the receiving Party. Each Party shall bear the costs of its own delegation.

Location, terms and agenda of such meetings are to be determined by the competent authorities of the hosting Party.

ARTICLE 6

Any disputes arising from the interpretation and/or implementation of this Memorandum will be settled by the Parties through mutual consultations and negotiations.

ARTICLE 7

Amendments and/or additions may be made to this Memorandum by mutual written consent of the Parties, in the form of separate Protocols being an integral part of this Memorandum. This Memorandum shall not affect the rights and obligations of the Parties deriving from other bilateral agreements concluded with other countries or from international treaties to which they are Parties.

ARTICLE 8

This Memorandum shall enter into force on the date of the receipt of the last written notification trough diplomatic channels, by which the Parties shall notify each other of the completion of necessary legal internal procedures required for its entry into force, and shall be concluded for a period of (5) five years, and shall automatically be extended for further successive (5) five years, unless one of the Parties notifies the other in writing through diplomatic channels, of its intention to terminate it at least (6) six months prior to the date of termination or expiry.

The termination or expiration of this Memorandum shall not affect the validity and duration of the contracts that shall have been concluded on the basis of this Memorandum until completion, unless the Parties agree otherwise.

IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective Governments, have signed this Memorandum.

Done and signed in the city of Doha on 7/11/2016 CE approved _____/_____/_____ AH, in two original copies, each in Serbian, Arabic and English languages, all texts being equally authentic. In case of divergence in interpretation, the English text shall prevail.
