MEMORANDUMON MUTUAL UNDERSTANDING BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF SOCIAL DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN IN THE FIELD OF YOUTH POLICY("Off. Herald of RS - Treaties", No. 15/2018) |
The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Social Development of the Republic of Kazakhstan, hereinafter separately referred to as "Party" and jointly referred to as the "Parties",
Guided by mutual wish to strengthen relations and improve friendship bonds between the two countries,
Convinced that establishing close relations and cooperating in the field of youth policy will deepen the mutual understanding between the young people of the Republic of Serbia and the Republic of Kazakhstan,
Have agreed as follows:
Article 1
1.1. The Parties based on reciprocity agreed to promote the development of friendship and partnership relations between youth organizations and institutions in the field of youth policy of two countries, particularly, through organizing the meetings, exchanges and other forms of cooperation, to encourage contacts between the representatives of state bodies and organizations in the field of youth policy.
1.2. The Parties agreed to promote the development of direct cooperation in the field of youth policy at the all levels between partnership organizations, international cooperation of which compliance with the general goals of present Memorandum, including exchanges of delegations and information on the relevant issues.
Article 2
The Parties develop the cooperation and coordination of youth measures in the following forms:
2.1. The exchange of experts and representatives of state bodies and organizations in the field of youth policy;
2.2. The invitation to participate one Party in the international youth conferences, seminars and other measures (forums, festivals and meetings) organized by the other Party;
2.3. The exchange of documentary materials and information in the field of youth policy except the materials under the state secrets;
2.4. The implementation of cooperative measures in order to encourage activity among youth;
2.5. The stimulation and support of organizations and institutions of Parties in implementation of cooperative projects on the bilateral and international levels in the field of youth policy;
2.6. Other activity and cooperation on youth policy issues agreed by Parties in accordance with the law of Parties states.
Article 3
The authorized bodies responsible for implementation of provisions of the present Memorandum, are:
by Serbian side - the Ministry of Youth and Sports of the Republic of Serbia;
by Kazakhstan side - the Ministry of Social Development of the Republic of Kazakhstan.
Article 4
4.1. All the measures provided by the present Memorandum will be funded in accordance with availability of each Parties and in accordance with the laws of both states.
4.2. The Parties will agree through consultations about financial obligations as well as event schedule plans.
4.3. Financial obligations, without specific agreements, will be regulated on the basis of priority.
Article 5
5.1. The Parties support the development of specified programs, meetings, the exchange of letters or other forms of cooperation, implementing within the framework of this Memorandum. Each of Parties is responsible for coordination on implementing their plans and programs related to the present Memorandum.
5.2. The Parties representatives shall hold meetings in order to monitor implementation process of the present Memorandum and ratification of joint activity plans.
Article 6
This Memorandum may be amended at any time, in writing, by mutual consent of the Parties. Such amendments will form an integral part of the present Memorandum.
Article 7
Any disputes concerning the interpretation and use of provisions of this Memorandum, shall be settled down by negotiations or consultations between the Parties.
Article 8
Entry into force, duration and order of termination
The present Memorandum shall enter into force from the day of its signing by the Parties and shall be valid for a period of five (5) years. This Memorandum shall be automatically extended for successive periods of five years, unless one of the Parties announces through the diplomatic channels six (6) months before the date of expiry its intention to denounce this Memorandum.
The denunciation of present Memorandum shall not affect to the continuation and completion of measures already undertaken by the Parties, until the denunciation date of the present Memorandum.
Done in ___________, on __________________ 201_ in two original copies, each one in Serbian, Kazakh and English languages, herewith all the texts being equally authentic.
In the event of the any conflict between the texts of the present Memorandum, the Parties shall refer to the English text.
