MEMORANDUM

OF UNDERSTANDING BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF EDUCATION AND CULTURE OF THE REPUBLIC OF CYPRUS ON SPORT COOPERATION

("Off. Herald of RS - Treaties", No. 1/2019)

The Ministry of Youth and Sports of the Republic of Serbia and The Ministry of Education and Culture of the Republic of Cyprus (hereafter referred to as the "Participants"),

With a view to further developing bilateral sports exchanges and cooperation, promoting the traditional friendship and mutual understanding among the people of the Republic of Serbia and the Republic of Cyprus,

Have reached the following understanding:

Paragraph 1

The Participants will assist, deepen and encourage the development of sport cooperation on the basis of common benefit and in accordance with their respective national legislation concerning sports.

Paragraph 2

The Participants will encourage visits between the sports administrators of their States to benefit from each other’s experience.

Paragraph 3

The Participants will encourage exchanges amongst national or representative teams of different sports for common training camps and friendly meetings.

Paragraph 4

The Participants will extend invitations to each other to take part in international tournaments to be held in each State.

Paragraph 5

The Participants will encourage exchanges and cooperation between specialists, researchers, coaches in the field of competitive sports, sports for all, sports science, the handicapped and sports medicine as well as the education of coaches.

Paragraph 6

The Participants will exchange information, publications and teaching materials in physical culture and sports.

Paragraph 7

The Participants will coordinate their approaches in the international sport events to serve the sport in each State, to serve the democratic principles in the various international sport organisations and to maintain the humanitarian principles of the International Sport Movement.

Paragraph 8

The Participants accept that each Participant will send a high level sport delegation to the other Participant for sharing views on sports exchanges and mutual cooperation.

Paragraph 9

The sports exchanges that will be jointly decided between the Participants will be carried out on the following financial provisions:

- The Sending Participant will cover the round-trip airfare to and from the designated port of entry and airport taxes, and

- The Receiving Participant will cover the expenses of accommodation, meals and local transportation as well as emergency injuries or illness.

All the activities under this MOU are subject to the availability of funds and other resources of each Participant and will be carried out pursuant to the laws and regulations of the respective country. Financial matters not specified in this MOU will be jointly decided upon by both Participants in accordance with the laws and regulations of each country.

Paragraph 10

The authorities responsible for the implementation of this Memorandum of Understanding will be the Cyprus Sports Organisation for the Ministry of Education and Culture of Cyprus and the Ministry of Youth and Sports of the Republic of Serbia.

Paragraph 11

This Memorandum of Understanding does not create nor is it intended to create, any legally binding rights and/or obligations under international law and/or the respective national legislation of each Participant.

Paragraph 12

This Memorandum of Understanding may be amended, at any time, by the mutual written consent of the Participants through diplomatic channels. Any amendment will not affect any of the commitments and/or benefits arising from this Memorandum of Understanding before the coming into effect of the amendment, unless the Participants decide otherwise, in writing, through diplomatic channels.

Paragraph 13

This Memorandum of Understanding will come into effect on the date of its signature by the Participants and will remain in effect for a period of four (4) years. Thereafter, this Memorandum of Understanding will be automatically renewed for another four-year period, unless it is terminated by either Participant in accordance with Paragraph 14 below.

Paragraph 14

Either Participant may terminate this Memorandum of Understanding at any time by notifying the other Participant, in writing and through diplomatic channels, of its intention to terminate it. The termination will become effective one (1) month after the date of receipt of the written notification by the other Participant, or on such later date as may be specified in the notification. The termination of this Memorandum of Understanding will not affect the implementation of the sport cooperation activities that both Participants have decided upon prior to the termination of this Memorandum of Understanding.

The foregoing represents the understanding reached between the Participants on the matters referred to herein.
