MEMORANDUM

OF UNDERSTANDING ON COOPERATION IN THE FIELDS OF YOUTH AND SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF YOUTH AND SPORT OF THE ARAB REPUBLIC OF EGYPT

Through the present Memorandum, the Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Youth and Sports of the Arab Republic of Egypt (hereinafter referred to as "Parties"),

Underling friendly and close relations between two countries,

Willing to develop mutual understanding and solidarity between the two people as the basis for greater economic and social cooperation,

In order to strengthen and develop friendly relations through sports and youth for the benefit of both countries with adherence to the national legislations and the general system applied in both countries,

Stressing the universal benefit of a sport as basis for greater cooperation between two countries in order to achieve social and economic well-being of both people,

Desiring to expand and strengthen friendship between young people in both countries,

Have agreed as follows:

Article 1

The Parties hereby express their will to continue sports and youth cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:

- Institutional cooperation.

- The field of science and technology applied to sport.

- Medicine for sports practitioners.

- The fight against negative phenomena in sports.

- The sponsorship and patronage of sports.

- The organization of sports events.

- The training of sports specialists.

- Programs for the support and encouragement of sports for the disabled.

- The protection of young practitioners of sports.

- The field of the women and sports.

- Sports infrastructure.

- Sports and youth tourism.

- Exchange of experiences in youth policies, projects and programs.

Article 2

In this spirit of cooperation, the undersigned Parties hereby agree:

1. To collect information and exchange points of view in the field of sport through consultations on questions of mutual interest.

2. To provide information on the experience obtained in the provision of sports, facilities, planning and building of sports installations.

3. To exchange information, through periodical and other publications, related to sports issues of common interests.

4. To provide information on seminars, congresses and other meetings in the field of sports that may be held in each country.

5. To interchange expertise, in the manner to be determined, in the realm of sports planning, legislation, medicine for sports participants, fight against negative phenomena in sports, etc.

6. To support activities related with sports for all, municipal sports and channel the performance of these activities through the competent authorities.

7. To support the interchange of activities through the various national sports organizations and accredited youth bodies.

8. Exchange of experiences related to youth programs and projects.

Article 3

Both Parties foresee the following forms of sports and youth cooperation:

1. Exchanges of specialists and experts with the purpose of mutual training and interchange of expertise.

2. Participation in courses, seminars, symposia and congresses in the field of sports organized in each country in those specialties, which are of common interest.

3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas.

4. Participation of sports delegations from either country in sports events organized in the Republic of Serbia and the Arab Republic of Egypt, respectively.

5. Participation in youth festivals and camps implemented on the territory of one of the Parties.

6. Exchange of experts nominated by each Party in the field of youth.

7. Exchange of experiences through organization of meetings, conferences and seminars.

Article 4

The Parties will exchange visits in order to strengthen cooperation in the field of sports and youth tourism by linking the representatives of national institutions from two countries to be present at sport and youth manifestations and competitions organized by each of the countries with the aim to exchange experience in the field of sports and youth tourism and to enhance development of the sector for sports and youth tourism in two countries.

Article 5

For the purpose of carrying out the cooperative exchange activities foreseen under the present Memorandum, the following terms and conditions will be generally applicable:

- Sending Party will bear the costs of international transport between countries,

- Hosting Party will bear the costs of accommodation, board, local transport and any emergency medical services that may be envisaged within the visit,

- Depending on the availability of budget resources of both countries, Parties may agree to arrange financial terms and conditions in different way.

Article 6

The present Memorandum is hereby established for the term of four years to be counted from the date on which it signed and it will be automatically extended for similar periods unless either of the Party expresses, three month prior to the date of its termination, an interest in a new memorandum on different terms and conditions or unless either Party expresses its intention in writing to the other Party to terminate this Memorandum, six months prior to the date of its expiry.

Article 7

Any disputes arising out of the interpretation or implementation of this Memorandum shall be settled by consultation between both countries through diplomatic channels.

Article 8

The Parties shall protect the confidentiality of exchanged information. This information is not allowed to be used outside the framework of this Memorandum of Understanding or to be available for others without a written approval from both Parties as well.

Article 9

For the purposes of developing the present Memorandum, a biannual calendar shall be drawn up by both Parties listing the specific activities to be carried out during the period.

To this end during the last quarter of the second year, both Parties will exchange in writing their proposed cooperation activities for the next two years and agreement will be reached on the procedures for the final drafting and signing of the Calendar.

Signed in Belgrade on November 27 2018, in two originals in Serbian, Arabic and English, all texts being equally authentic. In case of any inconsistency, the English version shall prevail.
