MEMORANDUM

OF UNDERSTANDING BETWEEN THE MINISTRY OF TRADE, TOURISM AND TELECOMMUNICATIONS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF TOURISM OF THE REPUBLIC OF BULGARIA ON COOPERATION IN TOURISM

The Ministry of Trade, Tourism and Telecommunications of the Republic of Serbia and the Ministry of Tourism of the Republic of Bulgaria, hereinafter referred to as "the Parties",

Wishing to strengthen the friendly relations between the two countries as well as to promote cooperation between their national tourism authorities;

Conscious of the importance of tourism for the economy in their states, as well as for the promotion of mutual understanding between the peoples;

With the purpose of establishing a legal basis for further developments of tourist exchanges between the two states, on the principle of equality and mutual benefit,

Have agreed as follows:

Article 1

The Parties shall strive and encourage the strengthening of cooperation in the field of tourism as a sector with a high potential for contributing to overall economic development in both countries.

The Parties shall facilitate the improvement of tourism flow between the two countries by promoting cooperation between relevant entities and organizations operating in the field of tourism.

Article 2

The Parties shall encourage participation in tourism fairs in both countries, as well as on other tourist events. It will also co-ordinate the distribution of tourist publications and promotional materials in the two countries.

Article 3

The Parties shall encourage the creation and production of joint tourism products, which will be competitive on the third tourist markets and shall jointly promote and place them.

On the basis of reciprocity, the Parties shall support the organization of tours for experts and media representatives specialized in tourism.

Article 4

In order to contribute to the development of tourism infrastructure in both countries, the Parties shall, within their competencies and on the basis of reciprocity, encourage investments in various areas of the tourism industry.

Article 5

The Parties shall exchange information relating to statistics and legislation in the field of tourism, private sector and business associations of the private sector, as well as research on tourism development and will encourage bilateral cooperation in this area.

Article 6

The Parties shall encourage cooperation within the United Nations World Tourism Organization (UNWTO), the Organization for Black Sea Economic Cooperation (BSEC), within the implementation of the EU›s Danube Strategy, Priority areas 3 - for tourism and culture, as well as other international tourism organizations, whose members are both Parties.

Article 7

This Memorandum may be amended at any time with the written consent of both Parties.

The termination of the Memorandum does not affect the application of programs and other projects in the field of tourism that have been agreed upon at the time of validity of the Memorandum, unless the Parties agree otherwise.

All disputes concerning the interpretation or application of this Memorandum will be resolved by the Parties through negotiations.

Article 8

This Memorandum shall enter into force on the date of signature and shall be valid for the next five (5) years unless any Party submits a request for its termination in writing through diplomatic channels. In that case, the Memorandum will cease to be valid three (3) months from the date of receipt of that notice.

If six (6) months prior to the expiration of its validity of five (5) years, no Party submits a written request for its termination, this Memorandum will be valid for the next five (5) years.

Done in Belgrade, Serbia, on 21 February 2019 in two original copies, each in Serbian, Bulgarian and English languages, all texts being equally authentic. In the case of a different interpretation of the provisions of this Memorandum, the text in English shall prevail.
