MEMORANDUM
OF UNDERSTANDING BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF HUMAN CAPACITIES OF HUNGARY ON COOPERATION IN THE FIELDS OF YOUTH AND SPORTS

Through the present Memorandum, the Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Human Capacities of Hungary (hereinafter referred to as "Parties"),

Underlying friendly and close relations between two countries,

In order to strengthen and develop friendly relations through sports and youth for the benefit of both countries with adherence to the national legislations and the general system applied in both countries,

Taking into consideration the Agreement between the Council of Ministers of Serbia and Montenegro and the Government of Hungary on cooperation in the fields of education, science, culture, youth and sports, signed in Belgrade on 13 March 2006,

Have agreed as follows:

Article 1

The Parties hereby express their will to continue youth and sports cooperation within the framework of their respective powers and competence, through the involvement of their sports and youth organizations and institutions, by fostering as a priority the exchange of expertise in:

- Institutional cooperation.

- The field of science and technology applied to sports.

- Sports Medicine.

- The fight against negative phenomena in sports (e.g., anti-doping activity, prevention of violence and inappropriate behaviour at sports events, match-fixing, corruption).

- The organization of sports events.

- The training of sports specialists.

- Programs for the support and encouragement of sports for the disabled.

- The field of the women and sports.

- Sports infrastructure.

- Sports and youth tourism.

- Exchange of experiences in youth policies, projects and programs.

Article 2

In this spirit of cooperation, the Parties hereby agree:

1. To collect information and exchange points of view in the fields of youth and sports through consultations on questions of mutual interest.

2. To provide information on the experience obtained in the provision of sports facilities, planning and building of sports installations.

3. To exchange information, through periodical and other publications, related to youth and sports issues of common interests.

4. To provide information on seminars, congresses and other meetings in the fields of youth and sports that may be held in each country.

5. To exchange experiences on supporting sports for all, municipal sports and channel the performance of these activities through the competent authorities.

6. To encourage the interchange of activities through the various national youth and sports organizations.

7. Exchange of experiences related to youth programs and projects.

Article 3

Both Parties foresee the following forms of youth and sports cooperation:

1. Encouraging the exchanges of sports specialists and experts with the purpose of mutual training and interchange of expertise.

2. Enabling the participation in courses, seminars, symposia and congresses in the fields of youth and sports organized in each country, which are of common interest.

3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas.

4. Enabling the participation of sports delegations from either country in sports events organized in the Republic of Serbia and Hungary, respectively.

5. Enabling the participation in youth festivals and camps implemented in the Republic of Serbia and Hungary, respectively.

6. Encouraging the exchange of experts nominated by each Party in the field of youth.

7. The Parties shall endeavour to involve the youth organizations of the Hungarian nationality in Serbia and the Serbian nationality in Hungary in their bilateral cooperation.

Article 4

The Parties will encourage exchange visits in order to strengthen cooperation in the field of sports and youth tourism by linking the representatives of national institutions from two countries to be present at sports and youth manifestations and competitions organized by each of the countries with the aim to exchange experience in the field of sports and youth tourism and to enhance development of the sector for sports and youth tourism in two countries.

Article 5

The Parties shall encourage cooperation in the fields of youth and sports within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.

Article 6

For the purpose of carrying out the cooperative exchange activities foreseen under the present Memorandum, the following terms and conditions will be generally applicable:

Hungarian and Serbian organizations and institutions active in the fields of sports and youth shall decide directly, in separate agreements, on their joint programs and their financial conditions, as well as on the time, duration, number, content, and follow-up of the projects.

Article 7

The present Memorandum shall enter into force from the day of its signing by the Parties and shall be valid for a period of four years. This Memorandum will be automatically extended for successive periods of four years, unless either of the Party expresses, three months prior to the date of its termination, an interest in a new memorandum on different terms and conditions or unless either Party expresses its intention in writing to the other Party to terminate this Memorandum, six months prior to the date of its expiry.

Article 8

The present Memorandum will be amended upon mutual consent of Parties. Such changes will be made in writing. Any amendment will enter into force on the date on which the Parties agree mutually and will be an integral part of this Memorandum.

Article 9

Any disputes arising out of the interpretation or implementation of this Memorandum shall be settled by consultation between both countries through diplomatic channels.

Signed in Subotica on 15 th of April 2019, in two originals each in Serbian, Hungarian and English, all texts being equally authentic. In case of any inconsistency, the English version shall prevail.
