MEMORANDUM
OF UNDERSTANDING ON COOPERATION IN THE FIELD OF YOUTH AND SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF EDUCATION, SCIENCE, CULTURE AND SPORT OF GEORGIA

The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Education, Science, Culture and Sport of Georgia, hereinafter referred to as "Participants",

Being guided by the common wish to strengthen relations and to develop friendly ties between the peoples of the two countries,

Expressing the confidence that the creation of close mutual relations and the cooperation in the field of youth and sports facilitate increasing mutual understanding between representatives of the young generations of the Republic of Serbia and Georgia,

Decided as follows:

1. GENERAL OBJECTIVES

1.1 The Participants, on a reciprocal basis, will facilitate the development of friendly ties between the youth and sports organizations of the two states, in particular, by means of organizing meetings, exchanges and other forms of cooperation of the state administration representatives and the organizations in the field of youth and sports.

1.2 The Participants will facilitate the development of direct ties between the partner organizations at all levels whose inter-state cooperation meets the objective of this Memorandum, including the exchanges of delegations and information on issues of mutual interest.

2. FORMS OF COOPERATION

Both Participants will enhance cooperation and consolidation of youth and sports activities through the following actions:

2.1 Exchange of experts in the field of youth and sports and representatives of NGOs concerned with youth and sports organizations;

2.2 Invitations to participate in the international conferences, seminars and other events (forums, festivals and meetings) regarding youth and sports events, as well as sports infrastructure, organized by both Participants;

2.3 Exchange of experiences in establishing, operating and maintaining institutions in the field of youth and sports;

2.4 Exchange of all relevant materials and information on youth, sports affairs and sports infrastructure;

2.5 Promote cooperation in the field of youth and sports in order to share knowledge and experiences for the development of youth and sports policies;

2.6 Encourage and assist all institutions and organizations of Participants to provide joint projects with respect to bilateral and international programs in the field of youth, sports and sports infrastructure;

2.7 Coordinate and exchange experiences in sports medicine and fight against negative phenomena in sports;

2.8 Exchange experiences in strategic planning field related to youth and sports issues, as well as in the field of sports infrastructure with a focus on national training centers;

2.9 Exchange of experiences in women’s sports promotion;

2.10 Cooperate and exchange information regarding programs in the field of recreational sports;

2.11 Exchange experiences in the field of sports for the disabled and how to take care of it;

2.12 Cooperation and exchange of information and experience in the field of sports tourism;

2.13 All cooperation activities on youth and sports issues to be decided upon by both Participants under the relative laws and regulations applicable in each country.

3. FUNDING

3.1 All the activities under this Memorandum will be subject to the availability of budget resources of each participant pursuant the laws of each participant;

3.2 Financial provisions, as well as the Schedules of the events, will be agreed upon by mutual consultations between the relevant authorities of both Participants;

3.3 Failing any special agreements, the financial provisions will be adjusted on the basis of reciprocity;

3.4 Concerning sports teams, visits will be exchanged according to the financial terms to be agreed upon with the relative reunions and clubs.

4. IMPLEMENTATION

4.1 Both Participants will support the preparation of specific programs, meetings, exchange of letters or other instruments. Each Participant will be responsible for coordinating the implementation of its plans and programs in relation to this Memorandum.

4.2 Meetings of representatives of Participants shall review the implementation of this Memorandum of Understanding and determine the schedule of cooperation activities to be undertaken whenever seemed necessary.

5. AMENDMENTS AND SUPPLEMENTS TO THE MEMORANDUM

The present Memorandum will be amended upon mutual consent of both Participants, expressed in writing. The respective amendment will enter into force from the date of receiving answer from both Participants providing consent for approval of the proposed amendments.

6. SETTLEMENT OF DISPUTES

Any dispute regarding the interpretation or implementation of this Memorandum will be settled by consultations or negotiations between both Participants.

7. ENTRY INTO FORCE, DURATION AND TERMINATION

7.1 The present Memorandum will come into effect on the day of signing by both Participants.

7.2 This Memorandum of Understanding will stay in effect for a period of two (2) years and will be automatically renewed for another period of two years, unless one Participant will inform the other Participant through diplomatic channels about its intentions to terminate it within six months prior the expiration date.

7.3 The termination of this Memorandum will not affect the validity of any ongoing program under this Memorandum until the completion of such program, unless agreed otherwise.

Signed in Tbilisi on the 24th of April 2019. in two original copies, each in Serbian, Georgian and English languages, all texts having equal validity. In case of any interpretation divergence hereof, the English text shall prevail.
