MEMORANDUM
OF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SERBIA, THE GOVERNMENT OF THE REPUBLIC OF BULGARIA, THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF ROMANIA ON THE ESTABLISHMENT OF THE INITIAL ORGANIZING COMMITTEE FOR THE SUBMISSION OF JOINT BIDS FOR UEFA EURO 2028 AND 2030 FIFA WORLD CUP

The Government of the Republic of Serbia, the Government of the Republic of Bulgaria, the Government of the Hellenic Republic and the Government of Romania (hereinafter referred to as „the Parties”),

Believing in strengthening the existing relations between their friendly countries and their mutual cooperation,

Desiring to establish mutual relations and common goals in the field of sports, based on the principles of equality and mutual benefit,

Having in mind the agreement of the representatives of the Parties from the meeting of the High Council for Cooperation between Serbia, Bulgaria, Greece and Romania held in Belgrade on December 22, 2018,

Have agreed as follows:

Article 1

The Parties hereby establish the Initial Organizing Committee for the submission of joint bids for UEFA Euro 2028 and 2030 FIFA World Cup (hereinafter referred to as the „Initial Organizing Committee”), to be chaired by ministers responsible for sports of each Party, or their representatives appointed for this purpose.

The Initial Organizing Committee will consist of four representatives from each Party. Beside the ministers responsible for sports or their representatives, it will include as members, one official of each Party and two representatives of the national football associations. The members of the Initial Organizing Committee will be nominated by the Parties upon the signing of this Memorandum of Understanding.

Article 2

The Initial Organizing Committee will be in charge of designing the framework for the submission of joint bids for UEFA Euro 2028 and 2030 FIFA World Cup, in particular:

1.To determine the requests of the organizers regarding the bids’ rules;

2. To note the existing national capacities in terms of meeting all conditions;

3. To determine the additional needs of all Parties which are relevant to meeting the conditions for the submission of the bids.

Article 3

1. The chairmanship of the Initial Organizing Committee will be carried out for six months alternately, according to the principle of rotation in the alphabetical order of the countries’ names of the Parties.

2. The Initial Organizing Committee will hold regular meetings twice a year or when it is needed, generally, in the capitals of the countries of the Parties.

3. The Initial Organizing Committee’s sessions will be preceded by preparatory meetings at the level of senior officials and national football asociations experts of the four countries, which can be held also via video link.

4. If necessary, the Initial Organizing Committee will organize an extraordinary session at the written request of one of the Parties.

5. The Initial Organizing Committee may invite representatives from relevant areas (such as finance, traffic, infrastructure, etc.) to participate in the sessions.

6. The Ministries responsible for sports of the Parties will be in charge of the coordination, preparation and monitoring of the Initial Organizing Committee’s sessions and preparatory meetings.

7. Reports of the Initial Organizing Committee’s sessions will be submitted to the the Parties.

Article 4

The Parties agree that all forms of cooperation provided for in this Memorandum of Understanding will be carried out within the limits of their respective available budgets and resources. The financial conditions shall be mutually negotiated by the Parties on the case by case basis.

Article 5

Any dispute arising from the interpretation or implementation of this Memorandum of Understanding will be settled amicably by consultations between the Parties through diplomatic channels.

Article 6

This Memorandum of Understanding may be amended at the request of any of the Parties and will enter into force when all Parties confirm, in writing, their consent to the amendments.

Article 7

The present Memorandum of Understanding will enter into force upon its signature. It shall remain in force for 3 (three) years from the date of its entry into force and shall, thereafter, be renewed automatically for subsequent periods of 2 (two) years, unless any of the Parties notifies, in writing the other Parties of its intention to terminate it at least 3 (three) months prior to the expiration of the initial or any subsequent period.

Signed in Thessaloniki on April 13, 2019, in four originals, each in the Serbian, Bulgarian, Greek, Romanian and English languages, all texts being equally authentic. In case of any divergence in interpretation, the English text shall prevail.
