MEMORANDUM
ОF UNDERSTANDING BETWEEN THE CABINET OF THE MINISTER FOR INNOVATION AND TECHNOLOGICAL DEVELOPMENT IN THE GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF INDUSTRY AND TRADE OF THE CZECH REPUBLIC ON COOPERATION IN THE FIELD OF INNOVATION, ARTIFICIAL INTELLIGENCE AND ROBOTICS

The Cabinet of the Minister for Innovation and Technological Development in the Government of the Republic of Serbia and the Ministry of Industry and Trade of the Czech Republic (hereinafter referred to as ”Participants”),

Bearing in mind the positive experience of the previous cooperation with the institutions of both countries on various projects, mutual respect, good will and understanding of the importance of improving international cooperation,

Aware of the importance and great potential for developing and deepening the mutually beneficial cooperation in the field of innovation, artificial intelligence and robotics for securing the economic and social development of the two countries,

In order to contribute to the realization of joint programs and projects of the Republic of Serbia and the Czech Republic in the field of innovation, artificial intelligence and robotics,

have reached a mutual understanding on the following:

Section 1

Objectives of the cooperation

Based on the principles of equality and mutual benefit and in accordance with the laws and regulations of their countries, the Participants declare their willingness to develop cooperation in the field of innovation, artificial intelligence and robotics, as well as contribute to the establishment of contacts between interested organizations and companies of the two countries.

Section 2

Areas of cooperation

The general areas of the bilateral cooperation in the field of innovation, artificial intelligence and robotics may include, among others, the following:

a. exchanging information, experiences and knowledge related to the development of innovation, artificial intelligence, robotics and innovation-based technological entrepreneurship;

b. creating a functional ambient for planning and providing support to implementation of joint projects aimed at market valorization of technological innovation:

• Digitizing manufacturing processes through the application of industrial robots, artificial intelligence and intelligent technological systems, industrial IoT technology;

• Digitizing agriculture and food production industry through innovative processes in the field of developing and applying specialized robot technologies, artificial intelligence, intelligent sensory systems and satellite technologies for tracking and managing primary production (Satellite Farming);

• Digitizing urban areas through a wide spectrum of potential innovation in the general context of Smart Cities and Resilient Cities.

c. encouraging mobility and supporting organization of business and study visits between interested companies and representatives of academic community of the two countries;

d. supporting companies and investors willing to invest in innovative projects in the field of robotics and artificial intelligence implemented by organizations of the two countries, aiming to modernize and increase competitive performances of factories and especially of small and medium enterprises;

e. organizing joint events (conferences, seminars, symposiums, expert meetings) and encouraging participation of the organizations of the two countries in them;

f. mutually promoting potentials of the two countries in the field of innovation, artificial intelligence and robotics, as well as in other ways of interest for the interested organizations and companies of the two countries.

Section 3

Joint working group and project coordinators

1. With the aim of ensuring and coordinating cooperation within this Memorandum of Understanding (hereinafter referred to as “MoU”), Participants intent to form a Joint Working Group (JWG), as a platform for above mentioned activities, composed of representatives from relevant organizations of the Participants, to deal with all questions related to the implementation of the present MoU.

2. This JWG may meet regularly within a timeframe that is acceptable to both Participants, alternately in the Republic of Serbia and in the Czech Republic.

3. The Participants may appoint a project coordinators responsible for the effective cooperation within the framework of this MoU.

4. The Participants of this MoU intend to support the realization of the cooperation in the field of innovation, artificial intelligence and robotics. To this end, they may support the realization of the contracts referred to in Section 4 paragraph 1 hereof.

Section 4

Projects

1. The Participants express their understanding that any project to be implemented in line with this MoU constitutes a separate contract.

2. Projects to be performed in the framework of this MoU may be recommended by the JWG.

3. All activities carried out in the framework of this MoU will be in accordance with the laws and regulations of the Republic of Serbia and the Czech Republic.

Section 5

General provisions

1. This MoU, as a declaration of common intentions and wishes of the Participants, does not constitute any legal obligations or commitments under international law.

2. All activities associated with this MoU can be carried out from the date of its signature.
