MEMORANDUMOF UNDERSTANDING BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF BULGARIA ON COOPERATION IN THE FIELDS OF YOUTH AND SPORTS("Off. Herald of RS - Treaties", No. 16/2019) |
Through the present Memorandum, the Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Youth and Sports of the Republic of Bulgaria (hereinafter referred to as "Parties"),
Underling friendly and close relations between two countries,
In order to strengthen and develop friendly relations through sports and youth for the benefit of both countries with adherence to the national legislations applied in both countries,
Have agreed as follows:
Article 1
The Parties hereby express their will to continue youth and sports cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:
1. Institutional cooperation.
2. The field of science and technology applied to sports.
3. Sports Medicine.
4. The fight against negative phenomena in sports.
5. The organization of sports events.
6. The training of sports specialists.
7. Programs for the support and encouragement of sports for the disabled.
8. The field of the women and sports.
9. Sports infrastructure.
10. Sports tourism and youth exchange.
11. Exchange of experiences in youth policies, projects and programs.
Article 2
In this spirit of cooperation, the undersigned Parties hereby agree to cooperate in the following fields of youth and sport:
1. To collect information and exchange points of view in the fields of youth and sports through consultations on questions of mutual interest.
2. To share experience and information on activities related to sport for all and sport for students.
3. To provide information on the experience obtained in the planning, building and management of sports facilities.
4. To exchange information, through periodical and other publications, related to youth and sports issues of common interests.
5. To support the interchange of activities through the various national youth and sports organizations.
6. To encourage and facilitate participation of delegations from either country in sports and youth events organized in the Republic of Serbia and the Republic of Bulgaria, respectively.
7. To support the Ministry of Youth and Sports of the Republic of Serbia in the accession of Serbia to the European Union.
8. To exchange experiences related to youth programs and projects.
9. To exchange sports specialists and experts with the purpose of mutual training and interchange of expertise.
10. To collaborate in the training of personnel for technical, professional and administrative functions in sports areas.
11. To provide information on seminars, congresses and other meetings in the fields of youth and sports that may be held in each country.
12. To cooperate in the fight against doping in sport, including support for doping-testing.
Article 3
The Parties shall exchange visits in order to strengthen cooperation in the field of sports tourism and youth exchange by linking the representatives of national institutions from the two countries to be present at sports and youth manifestations and competitions organized by each of the countries with the aim to exchange experience in and to enhance the development of the field of sports tourism and youth exchange in two countries.
Article 4
The Parties shall encourage cooperation in the fields of youth and sports within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.
Article 5
The Parties agree that the financial terms of the initiatives under this Memorandum of Understanding shall be implemented in accordance with the regulatory framework of both Parties and within the available budget and resources. The financial terms will be mutually agreed upon by the contracting Parties on a case-by-case basis.
Article 6
The present Memorandum shall enter into force on the day of its signing by the Parties and shall be valid for a period of four years. This Memorandum shall be automatically extended for subsequent periods of four years, unless six months before the expiry date either of the Parties expresses in written form its intention to terminate this Memorandum.
Article 7
The present Memorandum may be amended upon mutual consent of Parties. The amendment shall enter into force pursuant to Article 6 and shall be an integral part of this Memorandum.
Article 8
Any disputes arising out of the interpretation or implementation of this Memorandum shall be settled by consultation between both countries through diplomatic channels.
Signed in Sofia on December 13, 2019, in two originals each in Serbian, Bulgarian and English language, all texts being equally authentic. In case of any inconsistency, the English version shall prevail.
