COOPERATION PROGRAMME
IN THE FIELD OF EDUCATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE GOVERNMENT OF THE REPUBLIC OF BELARUS UNTIL 2020

The Government of the Republic of Serbia and the Government of the Republic of Belarus (hereinafter referred to as the Parties),

Guided by mutual interest in improving cooperation in the field of education,

In accordance with the Agreement between the Federal Government of the Federal Republic of Yugoslavia and the Government of the Republic of Belarus on cooperation in the field of education, culture and sports, signed on 6 March 1996 in Minsk,

Have agreed as follows:

Article 1

The Parties shall support direct cooperation between higher education institutions and other educational institutions of the two countries. The Parties shall also exchange information and experiences in the following fields:

- exchange of experiences on education system reforms and methods of evaluation of the work of institutions in the field of education;

- exchange of information on adult education and education of exceptional students;

- exchange of information on pedagogical and methodological aspects of educational process;

- exchange of information and publications in the fields of basic education/ formal and additional adult education, additional education for children and youth/informal education;

- exchange of experts, teachers and undergraduate, graduate and postgraduate students;

- exchange of experiences within professional and technical education;

- exchange of experiences on application of new technologies in education;

- developing partnership between schools and institutions in joint programmes and activities;

- cooperation in the field of distance learning via Internet and the development of digital learning materials;

- other forms of cooperation of mutual interest.

Article 2

The Parties shall strengthen contacts between primary and secondary schools in the Republic of Serbia and institutions of general secondary education in the Republic of Belarus, through partnerships between schools and multilateral school networks.

Article 3

The Parties shall establish cooperation in the field of inclusion of children with special educational needs through exchange of information, experiences and technical documents, and by supporting development of partnerships between schools. To this end, both sides shall establish exchange of experts` system, with the aim of achieving cooperation in developing and implementing joint projects and training programme for teaching staff.

Article 4

The Parties shall annually exchange undergraduate, graduate and postgraduate students (further referred to as the mobility participants) on a parity basis and on a competitive basis. The total number of mobility participants in each academic year to study in the country of each Party is up to 10 persons with the period of study of 5 months.

The Parties shall provide on mutually beneficial terms the mobility participants:

- Free tuition;

- Use of teaching aids, scientific and technical documentation, research equipment on the same basis as for the citizens of the Host Party;

- Health care services according to the established national legislation of the Host Party;

- Payment of scholarship to the mobility participants in the amount established by the national legislation of the Host Party.

Travel expenses and accommodation expenses shall be covered by the mobility participants, sending organizations or from other sources, which are not prohibited by the legislation of the Sending Party.

Article 5

The Parties shall follow the principle of reciprocity and encourage mutual studying of language and literature. To this end, they shall consider the possibility of exchanging lecturers, materials and information, as well as organizing appropriate courses and seminars.

Article 6

Recognition of public documents on acquired education level, including higher education diplomas, shall be in accordance with the national legislation of each Party.

Article 7

The Parties shall, for the duration of this Programme, inform each other of the organization of international conferences in the field of education at all levels and encourage participation of their experts.

Article 8

Authorities responsible for implementation of the provisions of this Programme are: for the Government of the Republic of Serbia - Ministry of Education, Science and Technological Development; for the Government of the Republic of Belarus - Ministry of Education.

Article 9

In order to implement this Programme more effectively, as well as to resolve issues that could arise from it, the Parties shall establish a Joint Commission composed of members appointed by each Party. The Joint Commission shall meet alternately in the two countries, while the place and the date of the meetings shall be agreed upon through diplomatic channels.

Article 10

The cooperation established under this Programme shall be implemented in accordance with the legislation of the two countries as well as in accordance with international conventions and bilateral agreements in this field.

Article 11

Implementation of the agreed activities within this Programme shall be carried out according to availability of financial resources of the two Parties and in accordance with the national legislation of the Parties.

Article 12

Any disputes that may arise from the implementation and/or interpretation of this Programme shall be settled amicably through consultation or negotiation between the Parties.

Article 13

This Programme shall enter into force on the date of the receipt of the last written notification by which the Parties notify each other of the completion of their internal legal procedures required for the entry into force of the concerned document and shall remain in force until December 31, 2020.

This Programme may be amended by mutual written consent of the Parties. Amendments to this Programme or termination of its validity shall not have any impact on the completion of joint projects already started under this Programme and not completed while the Programme was in effect.

Signed in Belgrade on 3/12/2019, in two original copies each in Serbian, Belarusian and English languages, the texts being equally valid in all languages. In case of divergence of interpretation, the text in English language shall prevail.
