MEMORANDUMOF UNDERSTANDING BETWEEN THE MINISTRY OF AGRICULTURE, FORESTRY AND WATER MANAGEMENT OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF AGRICULTURE, FORESTRY AND FOOD OF THE REPUBLIC OF SLOVENIA ON TECHNICAL COOPERATION IN THE FIELD OF AGRICULTURE AND RURAL DEVELOPMENT("Off. Herald of RS - Treaties", No. 3/2020) |
The Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia and the Ministry of Agriculture, Forestry and Food of the Republic of Slovenia and (hereinafter: "Sides") have,
by emphasising the importance of the mutual benefits of cooperation in the field of agriculture and rural development of both countries,
by recognising the common interest and potential for cooperation in the areas where Slovenian technical and expert assistance is welcomed, namely European integration with a focus on institution building, the introduction of the EU’s acquis communautaire (hereinafter: the acquis), and the establishment of a Serbian Paying Agency and other relevant institutions for the implementation of the measures of the EU Common Agricultural Policy (hereinafter: the CAP measures), in the field of agriculture and rural development,
agreed as follows:
1. The Sides will promote cooperation and mutual assistance between Slovenian and Serbian institutions and experts in the field of agriculture and rural development, and ensure the transfer of knowledge and good practices in agricultural production and compliance with EU rules, in particular:
- Harmonisation of the agricultural policy and the legislative framework with the acquis and setting up an institutional framework for the adoption and implementation of the acquis;
- The assistance of Slovenian experts in the process of drafting national legislation in line with the acquis in the field of the EU CAP;
- The assistance of Slovenian experts and institutions in the institution-building process of the future Serbian Paying Agency and other relevant institutions involved in the implementation of the CAP measures;
- The assistance of Slovenian experts, institutions and companies in the development of high-tech solutions supporting the implementation of CAP measures, in particular the IACS control system;
- The transfer of knowledge and good practices in the form of training programmes, workshops, missions and traineeships in the fields related to the implementation of CAP measures;
- The mutual transfer of knowledge and good practices in the field of smart and precise farming.
2. The Sides agreed that the cooperation will be undertaken by the organisational units of both Sides and their paying agencies.
3. This Memorandum of Understanding entails an expression of the willingness of both Sides to facilitate cooperation and does not entail financial obligation for any of Sides.
The Sides will endeavour to obtain financial resources by applying for EU funds and other available funds.
4. The Sides will ensure the protection of intellectual property created or acquired within the framework of this Memorandum of Understanding.
All information and data received in the course of the mutual assistance will be handled confidentially. Forwarding information and data to third parties may only be allowed with the mutual written consent of both Sides.
5. This Memorandum of Understanding will not prejudice the rights and obligations of the Sides’ countries with regard to their international obligations.
6. This Memorandum of Understanding will become effective on the date of signature and will be concluded for an indefinite period of time. Either Side may withdraw from the Memorandum by providing the other Side six (6) months’ notice in writing.
Signed in Novi Sad on 17.12.2019. in two originals, each in the Serbian, Slovene and English languages, all texts being equally authentic. In the event of any differences in interpretation, the English version will prevail.
