MEMORANDUM
OF UNDERSTANDING IN THE FIELD OF SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE GENERAL ADMINISTRATION OF SPORT OF THE PEOPLE’S REPUBLIC OF CHINA

The Ministry of Youth and Sports of the Republic of Serbia and the General Administration of Sport of the People’s Republic of China (hereinafter referred to as "Parties"),

Underling friendly and close relations between two countries,

In order to strengthen and develop friendly relations through sports, for the benefit of both countries, with adherence to the national legislation of both countries,

Stressing the universal benefit of a sport as basis for greater cooperation between two countries in order to achieve social and economic well-being of both people,

Have agreed as follows:

Article 1

The Parties hereby express their will to establish sports cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:

- Institutional cooperation.

- The field of science and technology applied to sports.

- Sports medicine.

- The fight against negative phenomena in sports.

- The organization of sports events.

- The training of sports specialists and experts.

- The protection of young practitioners in sports.

- The women in sports.

- Development and enhancement of top sports.

- Sports infrastructure.

- Sports tourism.

Article 2

In this spirit of cooperation, the Parties hereby agree:

1. To collect information and exchange points of view in the field of sports through consultations on questions of mutual interest.

2. To provide information on the experience obtained in planning and construction of sports facilities and installation of sports equipment.

3. To exchange information, through periodical and other publications, related to sports issues of common interest.

4. To provide information on seminars, congresses and other meetings in the field of sports that may be held in each country.

5. To exchange expertise and knowledge in the legislation in sports, sports medicine and fight against negative phenomena in sports.

6. To exchange knowledge and experience and to cooperate in the organization of big sports competitions.

7. To support activities related with sports for all, municipal sports and channel the performance of those activities through the competent authorities.

8. To support the exchange of activities through the various national sports organizations.

9. To promote joint initiatives between international sports federations, in order to further enhance transparency and democratization of sports.

Article 3

The Parties foresee the following forms of sports cooperation:

1. Exchanges of specialists and experts with the purpose of mutual training and exchange of expertise.

2. Participation in courses, seminars, symposia and congresses in the field of sports organized in each country, which are of common interest.

3. Cooperation in the training of personnel for technical, professional and administrative functions in sports areas.

4. Participation of sports delegations from either country at sports events organized in the Republic of Serbia and the People’s Republic of China, respectively.

Article 4

The Parties will exchange visits in order to strengthen cooperation in the field of sports, paricularly in sports tourism by inviting the representatives of national institutions from two countries to be present at sport manifestations and competitions organized by each of the countries with the aim to exchange experience in the field of sports, especially to enhance development of the sector for sports tourism in two countries.

Article 5

The Parties shall encourage cooperation in the field of sports within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.

Article 6

This Memorandum will come into effect upon its signature, will be valid for four (4) years and it will automatically be extended for the same periods of four (4) years, unless either Party notifies the other Party, in writing and through diplomatic channels, of its intention to terminate this Memorandum at least six months prior to its expiration.

Termination of this Memorandum will not affect any form of agreed cooperation that has already started or is not completed yet.

Article 7

The present Memorandum will be amended upon mutual consent of the Parties. Such changes will be made in writing. Any amendment will enter into force on the date on which the Parties agree mutually and will be an integral part of this Memorandum.

Article 8

Any dispute arising out of the interpretation or implementation of this Memorandum shall be settled amicably, by consultations between the Parties through diplomatic channels.

Article 9

On the date of signing of this Memorandum, the Memorandum of Understanding on Cooperation in the field of sport between the Ministry of Education and Sports of the Republic of Serbia and General Administration of Sport of the People’s Republic of China, signed in Beijing on November 9, 2006, ceases to be valid.

Done in Belgrade and Beijin on 2 February 2021, in two originals, each in Serbian, Chinese and English languages, all texts being equally authentic. In case of any divergence, the English text shall prevail.
