MEMORANDUM OF UNDERSTANDINGIN THE FIELD OF YOUTH POLICY BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF EDUCATION CULTURE SPORTS AND YOUTH OF THE REPUBLIC OF CYPRUS("Off. Herald of RS - Treaties", No. 8/2021) |
The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Education Culture Sports and Youth of the Republic of Cyprus, (hereinafter each individually referred to as the "Participant" and collectively as the "Participants"),
Guided by mutual wish to strengthen relations and enhance friendship ties between the two States,
Convinced that establishing close relations and cooperating in the field of youth policy will deepen the mutual understanding between the young people of the Republic of Serbia and the Republic of Cyprus,
Have reached the following understanding:
Paragraph 1
1.1. The Participants will promote the development of friendship and partnership relations between youth organizations and institutions in the field of youth policy of both States, particularly, through organizing meetings, exchanges and other forms of cooperation and encouraging contacts between the representatives of state departments and organizations in the field of youth policy.
1.2. The Participants will promote the development of direct cooperation in the field of youth policy at all levels between partnership organizations, in compliance with the general goals of the present Memorandum, including exchanges of delegations and information on the relevant issues.
Paragraph 2
The Participants will develop the cooperation and coordination of youth policies in the following forms:
2.1. The exchange of experts and representatives of state departments and organizations in the field of youth policy;
2.2. By inviting each Participant to take part in international youth conferences, seminars and other type of events (forums, festivals and meetings) organized by the other Participant;
2.3. The exchange of documentary materials and information in the field of youth policy excluding materials of confidential nature;
2.4. The implementation of cooperative measures in order to encourage activity among youth;
2.5. The stimulation and support of organizations and institutions of the Participants in implementation of cooperative projects on bilateral and international level in the field of youth policy;
2.6. Other activities and cooperation on youth policy issues decided by the Participants in line with the respective legislation in force of each State.
Paragraph 3
The authorized bodies responsible for implementation of provisions of the present Memorandum, are:
(a) the Ministry of Youth and Sports for the Republic of Serbia; and
(b) the Ministry of Education Culture Sports and Youth for the Republic of Cyprus.
Paragraph 4
4.1. All measures provided by the present Memorandum will be funded in accordance with availability of each Participant and in line with the respective legislation in force of each State.
4.2. The Participants will decide through consultations about financial costs as well as event schedule plans.
Paragraph 5
5.1. The Participants will support the development of specified programs, meetings, the exchange of letters or other forms of cooperation, implemented within the framework of this Memorandum. Each one of the Participants is responsible for the coordination of the implementation of plans and programs related to the present Memorandum.
5.2. The representatives of the Participants will hold meetings in order to monitor the implementation process of the present Memorandum and of joint activity plans.
Paragraph 6
This Memorandum may be amended at any time, in writing, by mutual consent between the Participants through diplomatic channels. Such amendments will form an integral part of the present Memorandum.
Paragraph 7
Any dispute concerning the interpretation, application and/or implementation of the provisions of this Memorandum, will be settled through consultations between the Participants.
Paragraph 8
Entry into force, duration and order of termination
The present Memorandum will come into effect upon its signature by the Participants. It will remain in effect for a period of four (4) years and will be automatically extended for successive four-year periods, unless terminated by any of the Participants by notifying the other, in writing, through diplomatic channels, of its intention to terminate it. The termination will become effective six (6) months after the day of receipt of the written notification by the other Participant, or on such later date as may be specified in the notification. The termination of this Memorandum will not affect the implementation of the programs and projects the Participants have decided upon, unless they decide otherwise.
Signed, in duplicate, at Belgrade, on this 5th day of April 2021, in Serbian, Greek and English language, herewith all the texts being equally authentic. In case of any divergence of interpretation, the English text will prevail.
