MEMORANDUM
OF COOPERATION IN THE FIELDS OF YOUTH AND SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF EDUCATION, CULTURE, SPORTS, SCIENCE AND TECHNOLOGY OF JAPAN

The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Education, Culture, Sports, Science and Technology of Japan (hereinafter individually referred to as a "Participant", collectively referred to as "the Participants"),

Under friendly and close relations between both countries,

In order to strengthen and develop friendly relations through sports and youth for the benefit of both countries with adherence to the national legislations and the general system applied in both countries,

Have decided as follows:

Paragraph 1

AREAS OF COOPERATION

The Participants hereby express their will to continue youth and sports cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:

- Institutional cooperation.

- Sports science and medicine.

- Fight against doping in sports.

- Organization of sports events.

- Training of sports specialists.

- Sports for persons with disabilities.

- The field of the women and sports.

- Sports infrastructure.

- Sports and tourism for youth.

-Youth policies, projects and programs.

Paragraph 2

FORMS OF COOPERATION AND IMPLEMENTATION

In this spirit of cooperation, the Participants hereby decide:

1. To provide information on the experience obtained in the provision of planning and building of sports facilities, and installation of sports equipment.

2. To collect and exchange information related to youth and sports issues of common interests, through periodical and other publications, and mutual consultations.

3. To provide information on seminars, congresses and other meetings in the fields of youth and sports that may be held in each country.

4. To support activities related with sports for all.

5. To support the interchange of activities through the various national youth and sports organizations.

6. To exchange experiences related to youth programs and projects.

7. To support exchanges of experts nominated by each Participant in the field of youth and sports with the purpose of mutual training and interchange of expertise.

8. To support participation in courses, seminars, symposia and congresses in the fields of youth and sports organized in each country, which are of common interest.

9. To collaborate in the training of personnel for technical, professional and administrative functions in sports areas.

10. To support participation of sports delegations from the other country in sports events organized in respective countries.

11. To support participation in youth festivals and camps implemented on the territory of either country.

12. To support visits in order to strengthen cooperation in the field of sports and youth tourism by inviting the representatives of national institutions from both countries to be present at sports and youth manifestations and competitions organized by each country with the aim to exchange experience in the field of sports and youth tourism and to enhance development of the sector for sports and youth tourism in both countries.

13. To encourage cooperation in the fields of youth and sports within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.

Paragraph 3

FINANCIAL MATTERS

The financial matters to cover expenses for the cooperative activities under this Memorandum of Cooperation (hereinafter referred to as "this Memorandum") will be mutually discussed by the Participants on a case by case basis in line with the availability of funds and personnel.

Paragraph 4

COMMENCEMENT, DURATION AND TERMINATION

The cooperation under this Memorandum will commence on the date of signature by the Participants and continue for a period of four (4) years. The cooperation under this Memorandum will be automatically extended for successive periods of four (4) years, unless either Participant expresses, three months prior to the date of its termination, an interest in a new memorandum on different matters or unless either Participant expresses its intention in writing to the other Participant to terminate this Memorandum, six months prior to the date of its end.

Paragraph 5

MODIFICATION

This Memorandum will be modified upon mutual consent of the Participants. Such changes will be made in writing. Any modification will commence on the date mutually determined by the Participants and will be an integral part of this Memorandum.

Paragraph 6

SETTLEMENT OF DISPUTES

Any disputes arising out of the interpretation or implementation of this Memorandum should be settled by consultation between the Participants through diplomatic channels.

Signed in Tokyo on 2 August 2021, in two originals each in Serbian, Japanese and English, all texts having equal value. In case of any inconsistency, the English version will prevail.
