ODLUKA O USPOSTAVLJANJU SARADNJE IZMEĐU GRADA NOVOG SADA, REPUBLIKA SRBIJA I GRADA ALEKSANDRIJA, ARAPSKA REPUBLIKA EGIPAT ("Sl. list Grada Novog Sada", br. 39/2021)

Član 1

Ovom odlukom Grad Novi Sad, Republika Srbija, uspostavlja saradnju sa Gradom Aleksandrija, Arapska Republika Egipat, u cilju saradnje i jačanja veza, koje su od obostranog interesa za unapređenje odnosa, u oblastima za oba grada.

Član 2

Grad Novi Sad, Republika Srbija i Grad Aleksandrija, Arapska Republika Egipat uspostaviće saradnju u oblasti ekonomije, poljoprivrede, kulture, obrazovanja, medicine, nauke, tehnike, životne sredine, turizma i ekoturizma.

Član 3

Gradonačelnik Grada Novog Sada i Guverner Grada Aleksandrija, potpisaće Sporazum, koji je sastavni deo ove odluke.

Član 4

Sredstva za finansiranje saradnje obezbeđena su u budžetu Grada Novog Sada.

Član 5

Ova odluka stupa na snagu narednog dana od dana objavljivanja u "Službenom listu Grada Novog Sada", a objaviće se po dobijanju saglasnosti Vlade Republike Srbije.

 

SPORAZUM O SARADNJI IZMEĐU GRADA ALEKSANDRIJE (ARAPSKA REPUBLIKA EGIPAT) I GRADA NOVOG SADA (REPUBLIKA SRBIJA)

Preambula

Grad Aleksandrija (Arapska Republika Egipat) i Grad Novi Sad (Republika Srbija), u daljem tekstu Strane,

Posvećene sklapanju sporazuma o saradnji u cilju jačanja veza između Egipta i Srbije uopšte, a naročito poboljšanju odnosa između Aleksandrije i Novog Sada u oblasti ekonomije, kulture, nauke, tehnike, životne sredine i turizma,

U želji da razviju obostranu i korisnu saradnju i unaprede odnose u svim oblastima od interesa za oba grada,

Saglasili su se sa sledećim:

Član 1

Gore navedena preambula u ovom dokumentu predstavlja sastavni deo ovog sporazuma i ukazuje na njegove ciljeve i svrhu.

Član 2

Na osnovu ovog sporazuma, zajednička saradnja ostvaruje se između Grada Aleksandrije i Grada Novog Sada u sledećim oblastima:

A. Razmeni iskustava u sledećim oblastima:

- Kulturno, umetničko i istorijsko nasleđe,

- Zaštita i očuvanje životne sredine,

- Obrazovanje,

- Zdravstvena zaštita,

- Razvoj turizma.

B. Rast investicionih prilika u oba grada u kontekstu lokalnih pravila i njihovih odredbi,

C. Rast protoka turista između dva grada,

D. Podsticanje ekoturizma, ekoturističkih kampova i održive upotrebe prirodnih resursa,

E. Razmena informacija i veština u poljoprivredi.

Član 3

Strane će raditi u ime dva grada na očuvanju saradnje u gore navedenim oblastima u okviru svojih nadležnosti i u kontekstu primenjivih odredbi i pravila u obema državama, a u cilju afirmisanja saradnje u oblasti turizma.

Član 4

Strane će u ime oba grada organizovati i promovisati trgovinu, turizam i poljoprivredne izložbe.

Član 5

Strane će promovisati turneje kulturnih nastupa i muzičkih i pozorišnih festivala u oba grada.

Član 6

Strane će sarađivati u ime oba grada u oblasti unapređenja sredstava zaštite životne sredine, upravljanja otpadom, reciklaže i racionalizacije potrošnje energije kroz razmenu ekspertize i znanja u oblasti upravljanja prirodnih resursa, kao i istraživanja u oblasti životne sredine.

Član 7

Bilo kakav sukob među Stranama koji proizlazi iz tumačenja ili primene ovog Protokola rešavaće se mirnim putem kroz konsultacije ili pregovore Strana diplomatskim kanalima u skladu sa odredbama nacionalnih pravnih okvira i zakonodavstava obeju država.

Član 8

Trajanje i raskid sporazuma

Ovaj sporazum ostaje na snazi narednih pet godina. Njegovo obnavljanje moguće je samo u slučaju pisane saglasnosti obeju strana, uz uslov da se navedeno obnavljanje realizuje uz iste procedure sprovedene i za potpisivanje ovog sporazuma.

Ukoliko bilo koja od dveju strana želi da raskine ovaj sporazum, o toj nameri će pisanim putem obavestiti drugu stranu i ovaj sporazum će, shodno tome, šest meseci po prijemu navedenog obaveštenja prestati da važi.

Član 9

Potpisivanje i stupanje na snagu

Ovaj sporazum stupa na snagu trenutkom potpisivanja.

Potpisano u _______________________________, dana ___________ 2021. godine, u dva originalna primerka sačinjena na arapskom, srpskom i engleskom jeziku, istovetnih po sadržaju. U slučaju odstupanja u prevodima, prednost se daje engleskoj verziji teksta.

AGREEMENT OF COOPERATION BETWEEN THE CITY OF ALEXANDRIA (ARAB REPUBLIC OF EGYPT) AND THE CITY OF NOVI SAD (REPUBLIC OF SERBIA)

Preface

The City of Alexandria of (Arab Republic of Egypt (and the City of Novi Sad (Republic of Serbia), hereafter referred to as the Parties,

Committed to concluding agreement on establishing cooperation to strengthen the bonds between Egypt and Serbia in general, and to enhance relations between Alexandria and Novi Sad, in particular, and to cover the economic, cultural, scientific, technical, environmental and tourism fields,

Wishing to develop mutual and useful cooperation and increase relations in all fields of interest for both cities,

Have agreed on the following:

Article 1

The above-mentioned preamble in this agreement shall be deemed part and parcel of this agreement indicating its goals and purposes thereof.

Article 2

Pursuant to the present agreement, the mutual cooperation is achieved between the City of Alexandria and Novi Sad in the following fields:

A. Exchanging experiences in the following fields:

- Cultural, artistic and historical heritage,

- Protection and preservation of the environment,

- Education,

- Healthcare,

- Tourism development.

B. Increasing the investment opportunities in both cities in the context of local rules and regulations thereof.

C. Increasing flow of tourism between the two cities,

D. Encouraging ecotourism, eco-tourism camps and sustainable use of natural resources,

E. The exchange of information and skills in agriculture.

Article 3

The Parties shall work on maintaining cooperation in the fields mentioned above within the framework of their respective jurisdictions and within the context of applicable rules and regulations in both countries, to affirm cooperation in the field of tourism.

Article 4

The Parties shall organize and promote trade, tourism and agricultural exhibitions.

Article 5

The Parties shall promote tours of cultural performances and musical and theater festivals to both cities.

Article 6

The Parties shall cooperate in enhancing the means of environmental protection, waste management, recycling and rationalization of energy consumption through the exchange of expertise and knowledge in the field of management of natural reserves as well as the environmental research.

Article 7

Any dispute between the Parties arising out of the interpretation or application of this agreement shall be settled amicably through consultation or negotiation between the Parties through diplomatic channels in accordance with the provisions, national laws and organizing legislation of both countries.

Article 8

Duration and Cancellation

This agreement shall remain in force for a period of five years. It shall only be renewed upon a written agreement by both parties provided that this renewal is done with the same procedures taken for the signature of this agreement.

If either Party wishes to terminate this agreement, they shall notify each other in writing, accordingly this agreement shall be deemed null and void after six months from receiving such notification.

Article 9

Signature and activation

This agreement becomes effective from the date of its signature.

Signed in _____________________ city, on the _________ 2021, in two original copies, in the Arabic, Serbian and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
