MEMORANDUMOF UNDERSTANDING BETWEEN THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF FOREIGN AND EUROPEAN AFFAIRS OF THE GRAND DUCHY OF LUXEMBOURG ON STRENGTHENING OF THE BILATERAL COOPERATION("Off. Herald of RS - Treaties", No. 21/2021) |
The Ministry of Foreign Affairs of the Republic of Serbia and the Ministry of Foreign and European Affairs of the Grand Duchy of Luxembourg
(hereinafter referred to as "the Participants"),
Considering the high level of political, economic and cultural relations,
Convinced that stronger bilateral cooperation will contribute to the friendly relations between the citizens of Serbia and Luxembourg,
Considering Serbia’s strategic orientation towards the EU and its reform efforts aiming at effectively pursuing its European agenda, and Luxembourg’s continuous support to the European integration of Serbia and enhanced level of cooperation,
Aiming at further developing bilateral relations and continually strengthening direct contacts at the expert level of the Participants,
Have entered into the following Memorandum of Understanding (hereinafter "MoU"):
Article 1
The Participants will further enhance their mutual cooperation and information exchange through political consultations on key areas of common interest to be held at political and administrative level in, amongst others:
- Bilateral issues of a political, economic, cultural, scientific and consular nature, including on the technical assistance provided by Luxembourg to Serbia in the form of support on the approximation and the subsequent application and enforcement of the EU acquis,
- European integration process,
- Regional and multilateral cooperation and,
- Security policies.
Article 2
The Participants will examine ways to strengthen cooperation in the field of economic diplomacy through the exchange of experience, expertise and know-how.
Article 3
The Participants will examine ways to establish cooperation in the field of diplomatic education and training through study visits and joint training programs between their young prospective experts.
Article 4
This MoU is not a treaty under the public international law and does not create any legally binding rights and obligations for its Participants.
Article 5
The Participants will provide funds for these activities through their own budgets.
The expenses arising from the implementation of this MoU will be covered by the Participants according to their ordinary budget availability.
Article 6
Any difference in the interpretation and/or implementation of this MoU will be settled amicably through direct consultations and negotiations between the Participants.
Article 7
This MoU takes effect on the date of signature.
It will remain valid for an indefinite period, unless terminated by either Participant by notification through diplomatic channels. The termination will take effect 3 months following the date of receipt of the notification.
Signed in Luxembourg on 16 September 2021, in two originals in the English language, both texts being equally authentic.
