MEMORANDUM
OF UNDERSTANDING IN THE FIELDS OF YOUTH AND SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF EDUCATION AND CULTURE OF THE REPUBLIC OF FINLAND

The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Education and Culture of the Republic of Finland (hereinafter referred to as ‘Participants’),

Encouraged by desire to promote bilateral relations in the field of youth and sports in order to strengthen cooperation and mutual understanding between the young people and youth and sports organizations, based on friendly relations between the two countries,

Have reached the following understanding:

Section 1

OBJECTIVE

The objective of this Memorandum of Understanding (MoU) is to facilitate co-operation between the Participants in the field of youth and sports policy and to encourage the development of direct cooperation at all levels.

Section 2

FORMS OF COOPERATION IN YOUTH POLICY

The Participants develop cooperation and coordination in the following forms:

1. Collecting and exchanging information in the field of youth policy and youth research.

2. Promoting exchanges of young people and youth organizations and strengthening the active citizenship, participation and social inclusion of all young people.

3. Supporting the exchange of youth work practices and professional development of youth workers.

4. Encouraging the exchange of best practices by making use of the opportunities provided by Erasmus+ and other relevant EU funding instruments.

5. Other activities and cooperation on youth policy issues decided by the Participants.

Section 3

FORMS OF COOPERATION IN SPORTS

The Participants develop cooperation and coordination in the following forms:

1. Collecting information and exchanging points of view in the field of sports on questions of mutual interest.

2. Providing information on the experience obtained in planning and building of sports facilities and installation of sports equipment.

3. Exchanging information, through periodical and other publications, related to sports issues of common interests.

4. Providing information on seminars, congresses, meetings and other events in the field of sports that may be held in each country.

5. Exchanging expertise and know-how in the legislation in sports medicine and fight against negative phenomena in sports.

6. Encouraging the interchange of activities through the various national sports organizations.

Section 4

FINANCIAL CONTRIBUTIONS

All measures provided by this MoU will be funded in accordance with availability of each Participant and in line with the respective legislation in force of each country. The Participants will decide through consultations on all relevant details of implementing this MoU.

Section 5

DISPUTES

Any dispute about the interpretation or application of this MoU will be settled amicably, by consultations between the Participants through diplomatic channels.

Section 6

AMENDMENTS

This MoU may be amended at any time by the mutual written consent of the Participants.

Section 7

TERMINATION

This MoU may be terminated by either Participant giving six months written notice. The Participants will consult to determine how any outstanding matters should be dealt with. Termination will not affect the validity of any activity made under this MoU.

Section 8

DURATION AND EFFECTIVE DATE

This MoU will come into effect on January 13, 2022 and will be effective for a period of four years. This MoU will be automatically extended for successive periods of four years, unless either Participant expresses three month prior to the date of its termination, an interest in a new memorandum on different terms or unless either Participant expresses its intention in writing to terminate this MoU.

Section 9

RELATIONSHIP WITH NATIONAL AND INTERNATIONAL LAW

This MoU is not intended to supersede national law or international obligations by which the Participants are bound. The Participants will notify each other in case of any conflict arising of this MoU.

The foregoing represents the understandings reached between the Participants on the matters referred to in this MoU.

Signed in duplicate at Belgrade and Helsinki, on January 13, 2022 in Serbian and English languages, both texts having equal validity. In case of any inconsistency, the English version shall prevail.
