MEMORANDUM
OF UNDERSTANDING ON COOPERATION IN THE FIELD OF PROTOCOL BETWEEN THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF FOREIGN AFFAIRS AND COOPERATION OF THE REPUBLIC OF EQUATORIAL GUINEA

The Ministry of Foreign Affairs of the Republic of Serbia and the Ministry of Foreign Affairs and Cooperation of the Republic of Equatorial Guinea, hereinafter referred to each as "The Party" and together as "the Parties"

WISHING to establish and further develop mutually beneficial cooperation of their diplomats and state officials in the field of protocol and exchange of information and experience on domestic and international practice of protocol both at bilateral and multilateral diplomatic activities

Have agreed as follow.

ARTICLE I

The purpose of this Memorandum of Understanding is to form the basis for a comprehensive Cooperation to be carried out on Protocol matters.

ARTICLE II

The relevant Protocol authorities of Parties will maintain an active exchange of information on their protocol practices both digitally and in person.

ARTICLE III

The Parties will encourage face to face training programs, chaired by high-level officials of Protocol of both Ministries, at least every two years at respective countries on a rotational basis with the purpose of capacity building.

ARTICLE IV

During the program, the Parties will exchange views on regional and international practices, developments, cooperation areas and issues with regard to protocol affairs.

ARTICLE V

In order to take the necessary essential measures on the needs of the high dignitaries, the Parties will contact each other at the level of director general and/or deputy director general before visiting the country of the other party or meeting in third countries.

ARTICLE VI

This Memorandum of Understanding shall not constitute or be construed as an international agreement between the States of the Parties. No provision of this Memorandum of Understanding shall be interpreted and implemented as creating legal rights or commitments for the States of the Parties under international law. Each Party shall comply with the obligations assumed by this Memorandum of Understanding in accordance with the legislation of their respective countries.

ARTICLE VII

Any dispute that may arise over the text of this Memorandum of Understanding will be resolved amicably through consultation and negotiations between the Parties.

ARTICLE VIII

This memorandum of Understanding may be amended by mutual written consent of the Parties at any time. The amendments will come into effect with the same procedure prescribed under this Article.

ARTICLE IX

1. This Memorandum of Understanding will enter into force on the date of signature and will remain valid for 4 years.

2. Unless one of the Parties notifies the other of its intention to terminate the Memorandum of Understanding in writing at least 90 days before the expiration date, its validity will be extended for a period of four years.

IN WITNESS WHEREOF, the plenipotentiaries designated for this purpose sign this Agreement in two copies equally valid in Serbian, Spanish and English. In the event of a divergence of interpretation, the English text shall prevail.
