MEMORANDUM

OF UNDERSTANDING IN THE FIELDS OF YOUTH AND SPORTS BETWEEN THE MINISTRY OF YOUTH AND SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF YOUTH AND SPORTS OF THE BOLIVARIAN REPUBLIC OF VENEZUELA

The Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Youth and Sports of the Bolivarian Republic of Venezuela (hereinafter referred to as "Parties"),

Underlying friendly and close relations between two countries,

In order to strengthen and develop friendly relations through sports and youth for the benefit of both countries with adherence to the national legislations and the general system applied in both countries,

Have agreed as follows:

Article 1

The Parties hereby express their will to establish youth and sports cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:

- Institutional cooperation.

- The field of science and technology applied to sports.

- Sports medicine.

- The fight against negative phenomena in sports.

- The organization of sports events.

- The training of sports specialists.

- Programs for the support and encouragement of sports for the disabled.

- The field of women and sports.

- Development and enhancement of top sports.

- Sports infrastructure.

- Sports and youth tourism.

- Exchange of experiences in youth policies, projects and programs.

Article 2

In this spirit of cooperation, the undersigned Parties hereby agree:

1. To collect information and exchange points of view in the fields of youth and sports through consultations on questions of mutual interest.

2. To provide information on the experience obtained in planning and construction of sports facilities and installation of sports equipment.

3. To exchange information, through periodical and other publications, related to youth and sports issues of common interests.

4. To provide information on seminars, congresses and other meetings in the fields of youth and sports that may be held in each country.

5. To support activities related with sports for all, municipal sports and channel the performance of these activities through the competent authorities.

6. To support the exchange of activities through the various national youth and sports organizations.

7. To exchange experience related to youth programs and projects.

Article 3

The Parties foresee the following forms of youth and sports cooperation:

1. Exchanges of sports specialists and experts with the purpose of mutual training and exchange of expertise.

2. Participation in courses, seminars, symposia and congresses in the fields of youth and sports organized in each country, which are of common interest.

3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas.

4. Participation of sports delegations from either country in sports events organized in the Republic of Serbia and the Bolivarian Republic of Venezuela, respectively.

5. Participation in youth festivals and camps implemented on the territory of one of the Party.

6. Exchange of experts nominated by each Party in the field of youth.

Article 4

The Parties will exchange visits in order to strengthen cooperation in the field of sports and youth, paricularly in sports and youth tourism by inviting the representatives of national institutions from two countries to be present at sports and youth manifestations and competitions organized by each of the country with the aim to exchange experience in the field of youth and sports, especially to enhance development of the sector for sports and youth tourism in two countries.

Article 5

The Parties shall encourage cooperation in the fields of youth and sports within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.

Article 6

All measures provided by the present Memorandum shall be funded in accordance with availability of each Party and in line with the respective legislation in force of each country.

Article 7

The present Memorandum shell enter into force on the day of its signing by the Parties and shall be valid for a period of four (4) years. This Memorandum will be automatically extended for successive periods of four years, unless either of Party expresses, three (3) months prior to the date of its termination, an interest in a new memorandum on different terms and conditions or unless either Party expresses its intention in writing to the other Party to terminate this Memorandum, six (6) months prior to the date of its expiry.

Article 8

The present Memorandum may be amended upon mutual consent of the Parties. Such changes shall be made in writing. Any amendment shall enter into force on the date on which the Parties agree mutually and shall be an integral part of this Memorandum.

Article 9

Any disputes arising out of the interpretation or implementation of this Memorandum shall be settled by consultation between the Parties, through diplomatic channels.

Signed in Caracas on 11th August 2022 in two originals each in Serbian, Spanish and English language, all texts being equally authentic. In case of any inconsistency in interpretation, the English version shall prevail.
