MEMORANDUM

OF UNDERSTANDING BETWEEN THE DIPLOMATIC ACADEMY OF THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF SERBIA AND THE DIPLOMATIC ACADEMY OF THE MINISTRY OF FOREIGN AFFAIRS OF THE KYRGYZ REPUBLIC NAMED AFTER KAZY DIKAMBAEV

("Off. Herald of RS - Treaties", No. 3/2023)

The Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Serbia and the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic named after Kazy Dikambaev, hereinafter: "the Parties",

Expressing mutual interest in joint activities, enter into the following Memorandum of Understanding (hereinafter: "MoU"):

Article 1

Purpose

a) To encourage cooperation between the Parties.

b) To contribute to mutual understanding between the peoples of the Republic of Serbia and the Kyrgyz Republic and to identify new opportunities in the field of education and scientific research.

c) To cooperate on the further development of the Parties, especially with regard to academic programmes, research activities and PhD supervisions.

d) To define the respective roles and responsibilities of each Party.

e) To provide faculty, students and staff with an opportunity to increase their intercultural competences.

Article 2

Forms of Cooperation

Within such fields as are mutually acceptable for the Parties, the following forms of cooperation may be particularly pursued under the present MoU:

- Exchange of students

- Joint teaching activities

- Joint scientific research activities

- Visits by, and exchange of, scientists, lecturers and other staff

- Implementation of joint projects in the field of education, science and publishing

Article 3

Specific Cooperation Projects

Specific cooperation projects, for instance within such fields as described in Article 2 above, must be negotiated separately between the Parties and must be in each specific case established in separate written agreements, stating the respective rights and obligations of the Parties.

In case of any ambiguity or conflict of terms between the terms and conditions of this MoU and those of a separate agreement as mentioned above, the terms and conditions of such separate agreement shall prevail.

Article 4

Financial Arrangements

Both Parties understand that all financial arrangements between the Parties have to be further negotiated and mutually agreed, and will depend on the availability of funds. Both Parties may seek financing of joint activities from internal and external sources available to them.

Article 5

Joint Coordinators

Each Party shall designate a contact person to oversee and facilitate the implementation of any agreements arising out of this Memorandum of Understanding. These contact persons are:

Article 6

Legal Relationship

This MoU shall be construed as a statement of purpose to promote a genuine and mutually beneficial cooperation between the Parties.

Article 7

Duration and procedure for termination of the Memorandum

This MoU will be effective from the date of the last signature hereto and will remain in force for a time period of five (5) years, with a possibility for renewal at the end of the period, subject to the Parties’ written agreement. Either Party may terminate this MoU by giving six (6) months’ notice in writing to the other Party. This Memorandum may be modified by written mutual consent of the Parties.

Made in Bishkek, on 6.4.2023, in two (2) original copies in the English language, each Party receiving one duly signed copy hereof.
