MEMORANDUM
OF UNDERSTANDING BETWEEN THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF MALDIVES ON COOPERATION IN THE FIELD OF DIPLOMATIC EDUCATION

The Ministry of Foreign Affairs of the Government of the Republic of Serbia and the Ministry of Foreign Affairs of the Government of the Republic of Maldives, represented through the Diplomatic Academy and the Foreign Service Institute respectively, hereinafter referred to as "The Parties" collectively or "Party" individually,

Wishing to promote and develop mutual cooperation between the Parties aimed at a better education and training of the diplomatic staff of the two countries as well as at the promotion of their research activities,

Have agreed to the following:

Article 1

The Parties shall actively exchange information on their study programs, courses, seminars and other academic activities they intend to organize.

Article 2

The Parties shall exchange information on new teaching methods developed and applied in the syllabi of the Parties.

Article 3

The Parties shall, through this cooperation, exchange on a reciprocal basis professors, lecturers, experts and researchers, students in the fields of mutual interests, with a view to upgrading their professional qualifications.

Article 4

The Parties shall establish a proper system for exchange of periodic information on publications, magazines, articles, studies, research papers as well as for exchange of publications related to their field of interest, international relations or foreign affairs.

Article 5

The Parties shall consider the possibility of organizing conferences, specialized training courses or seminars for diplomats and government officials in diplomacy and international affairs, to be held alternately in the Republic of Serbia and in the Republic of Maldives

Article 6

The Parties shall facilitate mutual scientific research, projects and printing of publications on subjects of mutual interest, particularly those that contribute to dissemination of knowledge of the relations between the two countries.

Article 7

Experts of one Party may participate in conferences, symposia and roundtables hosted by the other Party.

Article 8

Unless otherwise mutually agreed by the Parties, each Party shall be responsible for its own expenses during the implementation of this MoU. All expenses related to the activities and undertakings to be carried out under this MoU shall be mutually identified by the Parties.

Article 9

Any difference or dispute between the Parties arising out of the interpretation, or the implementation of this MoU shall be settled amicably through direct negotiations or consultations between the Parties without reference to any third-party dispute resolution mechanism or international tribunal.

Article 10

The Parties shall at all times keep confidential information acquired in consequence of this MoU, and must safeguard the information and implement appropriate security practices to prevent unauthorized access, use, and disclosure of such information. The obligations imposed under this article shall survive any termination or expiration of this MoU.

Article 11

The Parties may amend any part of this MoU by mutual consent in writing. Such an amendment shall come into force on the date of signature on it by the Parties and shall form an integral part of this MoU.

Article 12

This Memorandum shall enter into force on the day of its signing and shall be valid for a period of three (3) years and it shall be automatically renewed for the same and subsequent periods, except in case one Party notifies the other, at least ninety (90) days prior to its expiration, that it intends to terminate it. The expiration or termination of this MoU shall not affect the completion of ongoing activities or projects under this MoU unless the Parties agree otherwise.

Done at Belgrade, on this day of 9. 5. 2023., in duplicate, each in the Serbian and English languages, all texts being equally authentic. In case of any divergence in interpretation, the English text shall prevail.
