MEMORANDUM
OF UNDERSTANDING BETWEEN THE MINISTRY OF SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF SPORTS OF THE KINGDOM OF SAUDI ARABIA ON COOPERATION IN THE FIELD OF SPORTS

("Off. Herald of RS - Treaties", No. 7/2023)

The Ministry of Sports of the Republic of Serbia and the Ministry of Sports of the Kingdom of Saudi Arabia (hereinafter referred to as "Parties"),

Desiring to foster and promote cooperation between them in the field of sports according to the applicable procedures of the two countries,

Have agreed as follows:

Article 1

The Parties will encourage cooperation between them in the field of sports by way of:

1- Coordinating their stands at relevant international congregations.

2- Exchanging programs between institutions and organizations concerned in both of the two countries.

3- Exchanging audio, visual and library documents and publications as well as experiences related to sports field.

4- Cooperation in the scope of creating sports cadres, in addition to developing and exchanging the programs of such cadres through mutual invitations to attend national and international conferences, symposia and other sports events organized in both of the two countries.

Article 2

1- The Parties will coordinate with each other with a view to benefiting from the capacities of the sports trainers of the various sports disciplines, in addition to organizing alternately mutual sports training camps through the sports organizations, institutions and the Olympic and Paralympic committees of the two countries.

2- The Parties will coordinate technical cooperation concerning coaches and experts in sport in a way preserving their rights through the sports organizations.

3- The Parties will coordinate cooperation between sports organizations in both countries with a view to qualifying highly professional coaches.

4- The Parties will encourage the exchange of technical and administrative experiences between sports organizations, and the direct cooperation between Olympic and Paralympic committees of the two countries.

5- The Parties will encourage exchanging visits between national select teams and promoting direct contact between the various sports clubs of the two countries.

6- The Parties will encourage the cooperation in the fields of:

- Sports medicine.

- Anti-doping.

- Sports for all.

- Sport for persons with special needs.

- Science and technology applied to sports.

- The fight against negative phenomena in sports.

- The organization of sports competitions and events.

- Sports infrastructure.

- Sports investment.

- Sports tourism.

- Sports policy within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.

Article 3

Concerning mutual exchange of sports delegations, the Parties have agreed to deal with such matter on the basis of reciprocity as follows:

1- The Receiving Party will cover the expenses relating to the visit (board and lodging), and programs implementation and the related local travel expenses within its country and the medical insurance in case of emergency.

2- The Sending Party will cover its own delegation’s travel expenses to and from the country of the receiving Party.

3- Financial conditions related to some particular sport events can be amended or changed by mutual consent of both Parties.

Article 4

Any amendment or addition to this MoU will be agreed upon by means of exchanging notifications between the Parties through the diplomatic channels in accordance with the applicable legal procedures.

Article 5

In order to assist with the implementation of this MoU, representatives of the Parties will meet alternately when the need arises.

Article 6

This MoU shall be considered as a general framework for cooperation between the two countries in the fields of sports. No financial obligations shall be borne on the part of each of the Parties by virtue of signature.

Article 7

Any dispute arising from interpreting or executing this MoU will be settled amicably by consultations and negotiations between the Parties through diplomatic channels.

Article 8

1- This MoU shall enter into force on the date of the receipt of the last written notification through diplomatic channels regarding the completion of the internal legal procedures by the Parties necessary for its entry into force.

2- This MoU shall remain in force for a period of five years from the date of its entry into force. It shall be automatically renewed for further period/periods of five years each, unless either Party notifies the other in writing about its intention to terminate the MoU through diplomatic channels at least six months before the expiration of the respective period.

3- In case of termination, this MoU shall be in effect in issues related to its programmes, projects and contractual relations or any outstanding obligations not fulfilled yet, unless otherwise jointly decided by the Parties.

Done in Riyadh, on 21/02/2023, in two original copies each in Serbian, Arabic and English languages, all the texts being equally authentic. In case of difference in the interpretation, the English text shall prevail.
