MEMORANDUMOF UNDERSTANDING IN THE FIELD OF SPORTS BETWEEN THE MINISTRY OF SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF TOURISM AND SPORTS OF THE REPUBLIC OF KAZAKHSTAN("Off. Herald of RS - Treaties", No. 7/2023) |
The Ministry of Sports of the Republic of Serbia and the Ministry of Tourism and Sports of the Republic of Kazakhstan, hereinafter referred to as the "Parties",
Encouraged by desire to promote bilateral relations in the field of sports in order to strengthen mutual cooperation and understanding between sports organizations, based on friendly relations between the two countries,
Have reached understanding as follows:
I
The Parties will create favorable conditions for the development of cooperation within the framework of their respective powers and competence, by fostering as a priority the exchange of expertise in:
- institutional cooperation;
- sports medicine;
- the fight against negative phenomena in sports;
- the organization of sports events;
- the training of specialists in the field of sports;
- development of children’s and youth sports, citizens’ participation in sports through development and improvement of sports recreation, development and improvement of top sports;
- sports infrastructure;
- sports tourism.
II
The Parties will cooperate within the framework of this Memorandum:
1. To collect information and exchange points of view in the field of sports through consultations on questions of mutual interest.
2. To provide information on the experience obtained in planning and construction of sports facilities and installation of sports equipment.
3. To exchange information, through periodical and other publications, related to sports issues of common interests.
4. To provide information on seminars, congresses and other meetings in the field of sports that may be held in each country.
5. To support activities related with sports for all, municipal sports and channel the performance of these activities by the competent authorities.
6. To support the exchange of activities through the various national sports organizations.
III
Both Parties foresee the following forms of sports cooperation:
1. Exchanges of specialists and experts with the purpose of mutual training and exchange of expertise.
2. Participation in courses, seminars, symposia and congresses in the field of sports organized in each country in those specialties, which are of common interest.
3. Collaboration in the training of personnel for technical, professional and administrative functions in sports areas.
4. Participation of sports delegations from either country at sports events organized in the Republic of Serbia and the Republic of Kazakhstan, respectively.
IV
The Parties will exchange visits in order to strengthen cooperation in the field of sports, particularly in sports tourism by inviting the representatives of national institutions from two countries to be present at sport manifestations and competitions organized by each country with the aim to exchange experience in the field of sports, especially to enhance development of the sector for sports tourism in two countries.
V
For the purpose of carrying out the cooperation exchange activities foreseen under this Memorandum, the following terms and conditions will be generally applicable:
- sending Party will bear the costs of international transport between countries;
- hosting Party will bear the costs of accommodation, board, domestic transport and any emergency medical services that may be envisaged within the visit;
- depending on the availability of budget resources of both countries, the Parties may agree to arrange financial terms and conditions in different way.
VI
The Parties will encourage cooperation in the field of sports policy within international organizations and institutions for the sake of the exchange of information and implementation of joint projects.
VII
This Memorandum may be amended and supplemented by mutual written consent of the Parties through diplomatic channels.
VIII
Any issues arising out of the application of this Memorandum will be settled by consultations between the Parties through diplomatic channels.
IX
This Memorandum is not an international treaty and does not create any rights and obligations for the Parties and their States, governed by international law.
This Memorandum will apply from the date of its signing.
Signed in Belgrade, on 29 November, 2023, in two originals, each in Serbian, Kazakh and English languages, all texts being equally authentic.
In case of discrepancies between the texts, the Parties will refer to the English text.
