MEMORANDUMOF UNDERSTANDING ON COOPERATION IN THE FIELD OF MEDIA AND INFORMATION BETWEEN THE MINISTRY OF INFORMATION AND TELECOMMUNICATIONS OF THE REPUBLIC OF SERBIA AND THE PRESIDENCY’S DIRECTORATE OF COMMUNICATIONS OF THE REPUBLIC OF TÜRKIYE("Off. Herald of RS - Treaties", No. 9/2024) |
With the aim of further promote cooperation and exchange in the media and information field between the two countries, the Presidency’s Directorate of Communications of the Republic of Türkiye and the Ministry of Information and Telecommunications of the Republic of Serbia, hereinafter jointly referred to as "the Participants" and individually as "the Participant", have agreed on cooperation, hereinafter referred to as the "Memorandum of Understanding", as follows:
PARAGRAPH 1
The Participants, subject to the provisions of this Memorandum of Understanding and the laws, rules, regulations, and national policies in force in their respective countries, will endeavor to strengthen, promote and develop cooperation and exchange in the radio, television and online audio-visual sectors, with an emphasis on mutual broadcasting of programs, co-production, and people-to-people exchange, between the two countries on the basis of reciprocity and mutual benefit.
PARAGRAPH 2
The Participants will encourage reciprocal visits, focusing on exchanging experiences in radio, television, and online audio-visual regulatory policies, content creation, and technological research.
PARAGRAPH 3
Every other year, in accordance with the possibilities and their mandate, the participants will send a delegation of a maximum of 6 members to exchange experiences in the country of the other participant, for no longer than 5 days. The date of the visit and costs of the said delegation is determined by both participants by agreement, the program of the visit is organized by the participant that will be the host based on full consideration of the proposal of the invited participant.
PARAGRAPH 4
The Participants will encourage media outlets in the direction of strengthening cooperation and intensifying exchanges and creating media content related to significant events in both countries and to movements and changes in political, economic, trade, cultural and other areas.
PARAGRAPH 5
The Participants will actively invite each other to participate in international and regional radio and television festivals/exhibitions or other important events in the broadcasting and television fields held in their respective countries, and will facilitate each other’s participation.
PARAGRAPH 6
All cooperative activities conducted under this Memorandum of Understanding will comply with the effective and applicable laws and regulations of both countries, as well as international laws.
PARAGRAPH 7
This Memorandum of Understanding will enter into effect upon signature and will have an initial cooperation period of three years. If the contracting participants do not receive written notice of the other participant’s intention to terminate this Memorandum of Understanding at least three months before the expiration of the initial cooperation period, the cooperation period of this Memorandum of Understanding will be automatically extended for an additional two years. The expiration of this Memorandum of Understanding will not affect the implementation of cooperation projects already initiated under the aforementioned provisions.
PARAGRAPH 8
The Participants may amend the provisions of this Memorandum of Understanding in writing. Any disputes arising from the interpretation and implementation of the Memorandum of Understanding will be resolved through friendly consultation between the Participants.
IN WITNESS WHEREOF, the undersigned, duly authorized by their respective organizations, have signed this Memorandum of Understanding in XX on XX, 2024, in two originals, each in the Turkish, Serbian and English languages, all texts being equally authentic. In case of any discrepancy in interpretation, the English text prevails.
