MEMORANDUMOF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE GOVERNMENT OF THE REPUBLIC OF BURUNDI IN THE FIELD OF SPORTS("Off. Herald of RS - Treaties", No. 4/2025) |
PREAMBLE
The Government of the Republic of Serbia and the Government of the Republic of Burundi (hereinafter referred to as "Parties"),
In order to strengthen and develop friendly relations through sports, for the benefit of both countries, in accordance with the national legislation of the Republic of Serbia and the Republic of Burundi,
Wishing to encourage and further develop friendly relations through the exchange of sports programs for the benefit of the peoples of both countries,
Based on a mutual commitment to the principles of "Fair Play" and ethical behavior in sports,
Considering the General Cooperation Agreement between the Republic of Serbia and the Republic of Burundi, signed in Belgrade on 20th February 2019,
Have agreed as follows:
Article 1
The Parties hereby express their will to establish sports cooperation within the framework of their respective powers and competences, by fostering as a priority the exchange of expertise in the:
- Institutional cooperation.
- Field of science and technology applied to sports.
- Sports medicine.
- Fight against negative phenomena in sports.
- Organization of sports events.
- Training of sports specialists.
- Programs for the support of sports for the disabled.
- Sports for all.
- Sports infrastructure.
- Sports tourism.
- Sport in educational institutions.
- Promotion of women’s sport.
- Sport equipment.
Article 2
In this spirit of cooperation, the Parties hereby agree:
1. To collect information and exchange points of view in the field of sports through consultations on questions of mutual interest.
2. To provide information on the experience obtained in planning and building of sports facilities and installation of sports equipment.
3. To exchange information related to sports issues of common interests, through periodical and other available publications.
4. To provide information on seminars, congresses and other meetings in the field of sports which are held in each country.
5. To support activities related to sports for all, sports for the sustainable development and municipal sports.
6. To support exchange of activities through national sports organizations.
Article 3
The Parties foresee the following forms of sports cooperation:
1. Exchange of sports specialists and experts with the purpose of mutual training and exchange of expertise.
2. Participation in courses, seminars, symposia and congresses in the field of sports organized in each country.
3. Cooperation in the training of personnel for technical, professional and administrative functions in the field of sports.
4. Participation of delegations of either Party in sports events organized in each country, respectively.
5. Exchange of knowledge and experience in the field of sports equipment manufacturing, sports medicine development, sports management and infrastructure rehabilitation and management.
Article 4
The Party wishing to send experts will submit to the extent possible, a proposal to the host Party at least two (2) months in advance. The host Party will respond to the proposal to the extent possible within one (1) month of receipt of a proposal.
Article 5
The Parties shall organize the exchange of visits in order to strengthen cooperation in the field of sports tourism, by inviting the representatives of national institutions to be present at sports manifestations and events organized by each Party with the aim to exchange experience in the field of sports tourism and to enhance development of this field in both countries.
Article 6
The Parties shall encourage cooperation in the field of sports within international organizations in order to exchange information and implement the joint activities.
Article 7
All activities provided for in this Memorandum shall be funded in accordance with availability of funds and other resources of each Party and in accordance with the laws of both countries.
Article 8
This Memorandum shall come into effect on the date of signing and be valid for a period of four (4) years. The terms of this Memorandum shall be extended automatically once for the same period unless either Party sends a written notice to the other Party, six (6) months prior to the expiry of this Memorandum, expressing its intention to terminate it.
The termination or expiration of this Memorandum shall not affect the implementation of cooperative activities in progress, unless otherwise jointly decided by the Parties.
Article 9
The present Memorandum shall be amended upon mutual consent of the Parties. Such changes shall be made in writing. Any amendment shall enter into force on the date on which Parties agree mutually and shall be an integral part of this Memorandum.
Article 10
Any disputes arising from the interpretation or implementation of this Memorandum shall be resolved by consultation between the Parties through diplomatic channels.
Article 11
The Competent Authorities for the implementation of this Memorandum will be:
- for the Government of the Republic of Serbia, Ministry of Sports;
- for the Government of the Republic of Burundi, the Ministry of East African Community Affairs, Youth, Sports and Culture.
In witness whereof, the undersigned, duly authorized by their respective Governments have signed this Memorandum.
Signed in Belgrade on 12 March 2025, in two (2) original copies, each one in Serbian, French and English languages, all the texts being equally authentic. In case of any inconsistency in interpretation, the English version shall prevail.
