MEMORANDUMOF UNDERSTANDING BETWEEN MINISTRY OF INFORMATION AND TELECOMMUNICATIONS OF THE REPUBLIC OF SERBIA AND THE MEDIA DEVELOPMENT AGENCY OF THE REPUBLIC OF AZERBAIJAN ON COOPERATION IN THE FIELD OF MEDIA AND COMMUNICATIONS("Off. Herald of RS - Treaties", No. 2/2026) |
MINISTRY OF INFORMATION AND TELECOMMUNICATIONS OF THE REPUBLIC OF SERBIA and
THE MEDIA DEVELOPMENT AGENCY OF THE REPUBLIC OF AZERBAIJAN, hereinafterreferred to as "the Sides",
BEARING IN MIND the existing friendly relations between the two countries;
DESIRING to strengthen and further develop cooperation between the two countries in the field of media and communications; and
CONVINCED of the necessity of a lasting and effective co-operation in the interest of both countries,
HAVE REACHED THE FOLLOWING UNDERSTANDING:
PARAGRAPH 1
The Sides, subject to the provisions of this Memorandum of Understanding and the laws, rules, regulations, and national policies in force in their respective countries, will endeavor to strengthen, promote and develop cooperation in media and communications between the two countries on the basis of reciprocity and mutual benefit.
PARAGRAPH 2
The Sides will endeavor to encourage and promote cooperation in the following areas:
(a) Media,
(b) Communications.
PARAGRAPH 3
The cooperation under this Memorandum of Understanding will be carried out through the following forms:
(a) exchange of information and experiences;
(b) collaboration on initiatives and projects of mutual benefit and interest;
(c) convening meetings, seminars, workshops, trainings and conferences;
(d) promoting exchange of visits between officials and experts in the areas of media and communications.
PARAGRAPH 4
The Sides will independently bear the costs that may arise in the course of cooperation under this Memorandum of Understanding, within the limits of the funds provided by the national legislation of the Sides, unless otherwise agreed in each specific case.
PARAGRAPH 5
EFFECT OF MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is not legally binding and does not impose any financial obligations on the Sides and does not create any rights or obligations under international law.
PARAGRAPH 6
Either Side may request in writing a modification or amendment of all or any part of this Memorandum of Understanding.
This Memorandum of Understanding may be amended by mutual written agreement of the Sides. Such amendments will be signed in the form of separate protocols considered an integral part of this Memorandum of Understanding and will come into effect in accordance with Paragraph 7 of this Memorandum of Understanding.
Any modification or amendment will not prejudice the benefits and commitments arising from or based on this Memorandum of Understanding before or up to the date of such modification or amendment.
PARAGRAPH 7
COMING INTO EFFECT, DURATION AND TERMINATION
This Memorandum of Understanding will come into effect on the date of signing and will remain in effect for a period of 3 (three) years. Thereafter, it will be automatically extended for a further period of 3 (three) years unless otherwise decided by the Sides.
Either Side may, at any time, notify the other Side in written form through diplomatic channels of its intention to terminate this Memorandum of Understanding. The termination will take effect 3 (three) months after the receiving of such notification.
The termination of this Memorandum of Understanding will not prevent the completion of the cooperation activities that might have been formalized prior to the date of the termination of this Memorandum of Understanding, unless otherwise decided.
Signed in at Belgrade on 15th Feb. 2026. in two original copies, each in the Serbian, Azerbaijani and English languages, all texts being equally valid. In case of divergence in interpretation, the English text shall prevail.
