MEMORANDUM

OF UNDERSTANDING BETWEEN THE MINISTRY OF SPORTS OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF YOUTH AND SPORT OF THE REPUBLIC OF AZERBAIJAN IN THE FIELD OF SPORTS

("Off. Herald of RS - Treaties", No. 2/2026)

The Ministry of Sports of the Republic of Serbia and the Ministry of Youth and Sport of the Republic of Azerbaijan (hereinafter referred to as "Participants"),

Desiring to continue developing cooperation in the field of sports and taking into consideration the Agreement between the Ministry of Youth and Sports of the Republic of Serbia and the Ministry of Youth and Sport of the Republic of Azerbaijan on cooperation in the field of youth and sports, signed in Belgrade on June 8, 2011,

Have agreed as follows:

Paragraph 1

The Participants will encourage the cooperation in the field of sports including but not limited to the following topics of cooperation:

- institutional cooperation;

- sports science;

- sports medicine;

- promotion of integrity in sport;

- organization of sports events;

- training of sports specialists;

- support programs for the people with disabilities;

- ѕports for all;

- sports infrastructure;

- sports tourism.

Paragraph 2

Within the framework of this cooperation, the Participants agree on the following:

1. Exchange of information and experience in the field of sports through consultations on the basis of reciprocity.

2. Exchange of experience in the field of design and construction of facilities, installation of sports equipment.

3. Exchange of periodical and other publications in the field of sports.

4. Participation in seminars, congresses and other meetings in the field of sports on the basis of reciprocity.

5. Support activities related to sports for all, sports for the sustainable development.

6. Exchange of specialists of national sports organizations.

Paragraph 3

The Participants encourage the following forms of sports cooperation:

1. Experience exchange in the field of expert training on the basis of reciprocity.

2. Organization of trainings for staff performing technical, professional and administrative work in the field of sports.

3. Participation of delegations of either Participant in sports events organized in each country, respectively.

Paragraph 4

The Participants will encourage to strengthen cooperation in the field of sports tourism, by inviting the representatives of national institutions to be present at sports events organized by each Participant with the aim to exchange experience in the field of sports tourism and to enhance development of this field in both countries.

Paragraph 5

The Participants will encourage cooperation in the field of sports within international organizations in order to exchange information and implement the joint activities.

Paragraph 6

All activities provided for in this Memorandum of Understanding will be funded within availability of budgets of each Participant and in accordance with the laws of both countries.

Paragraph 7

Any disputes and disagreements between the Participants will be settled by bilateral negotiations and consultations.

Paragraph 8

This Memorandum of Understanding will be amended upon mutual consent of the Participants, expressed in written form. Any amendment will take effect on the date on which Participants agree mutually and will be an integral part of this Memorandum of Understanding.

Paragraph 9

This Memorandum of Understanding will take effect on the date of its signature.

This Memorandum of Understanding does not create any rights and obligations regulated by international law.

This Memorandum of Understanding is concluded for a period of five years and will remain in force automatically thereafter for the next five years unless either of the Participants at least six months in advance notifies the other Participant through diplomatic channels in written form of its intention to terminate this Memorandum of Understanding.

The termination or expiration of this Memorandum of Understanding will not affect the implementation of cooperation activities in progress, unless otherwise jointly decided by the Participants.

Done in Belgrade on 15 th February 2026. in two original copies, each one in Serbian, Azerbaijani and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text will prevail.
