MEMORANDUM
OF UNDERSTANDING BETWEEN THE MINISTRY OF AGRICULTURE, FORESTRY AND WATER MANAGEMENT OF THE REPUBLIC OF SERBIA AND THE MINISTRY OF AGRICULTURE OF THE REPUBLIC OF KAZAKHSTAN ON COOPERATION IN THE VETERINARY FIELD

The Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia and the Ministry of Agriculture of the Republic of Kazakhstan, hereinafter referred to as "the Parties",

Expressing their desire to establish friendly relations and develop cooperation between the two states in the field of veterinary matters and in accordance with Article 10 of the Free Trade Agreement between the Republic of Serbia, of the one part and the Eurasian Economic Union and its member states, of the other part, dated October 25, 2019,

Have come to an understanding on the following:

Article 1

The Parties, within the limits of the competence and in accordance with the national legislation, as well as international treaties to which they and their states are parties, plan to develop cooperation in the veterinary field based on the principle of equality and mutual benefit.

Article 2

The terms used in this Memorandum will have the meaning corresponding to the terms used in the codes of the World Organization for Animal Health (WOAH) and their subsequent amendments and supplements.

Article 3

The Parties, within the framework of cooperation, wish to strive for:

- exchange of information and experience on the prevention and control of infectious animal diseases;

- implementation of cooperation programs between the Parties in the field of animal health protection, as well as safety of products of animal origin and feed;

- organization of joint conferences, seminars, symposia and reports in the veterinary field;

- exchange of samples of veterinary certificates and immediate mutual notification of changes made to the certificates in accordance with the provisions of the WOAH on the control of infectious diseases of animals, as well as international trade in animals and products of animal origin;

- organizing and initiating joint inspections of facilities and persons engaged in the production, processing or storage of goods (products) subject to veterinary control (supervision).

Article 4

The Parties intend to take joint activities aimed at preventing the spread of contagious animal diseases, in accordance with the requirements of the WOAH Terrestrial Animal Health Code, national legislation of the Parties’ states and international treaties to which their states are parties, when importing goods (products) subject to veterinary control into the territory of the Parties’ states.

Article 5

This Memorandum is not an international treaty within the meaning of the Vienna Convention on the Law of Treaties of 1969 and does not give rise for the Parties and their States to rights and obligations governed by international law.

Article 6

This Memorandum does not impose any financial obligations on the Parties and their states. All joint activities arising from this Memorandum will be carried out subject to the availability of financial resources of the Parties. Financial conditions and details of cooperation will be subject to separate agreements between the Parties.

Article 7

By mutual agreement of the Parties, amendments and supplements may be made to this Memorandum.

This Memorandum shall enter into force on the date of signature.

This Memorandum shall be concluded for a period of five (5) years and shall be automatically renewed for subsequent five-year periods until terminated by one of the Parties through diplomatic channels, in writing, at least six (6) months in advance.

This Memorandum is signed in Astana on 27/2 2026 in two copies, in the Serbian, Kazakh, Russian and English languages.

In case of discrepancies between the texts of this Memorandum, the English text shall prevail.
