MEMORANDUMOF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF SERBIA AND THE GOVERNMENT OF THE REPUBLIC OF ANGOLA ON COOPERATION IN THE FIELD OF AGRICULTURE ("Off. Herald of RS - Treaties", No. 6/2026) |
The Government of the Republic of Serbia and the Government of the Republic of Angola, hereinafter referred to as the "Parties";
Desirous of promoting friendly cooperative relations in the field of agriculture between the two countries;
Considering the principles of equality, mutual respect and mutual benefit;
Considering that the Parties intend to establish a framework for cooperation in the field of agriculture, more specifically within the scope of strengthening economic, scientific and technical cooperation, with a view to the economic development of the respective countries;
Recognizing the intention to intensify cooperation between the Parties;
They agree on the following:
Article 1
The objective of the Memorandum of Understanding is to promote cooperation in the field of agriculture in accordance with its competences, taking into account the priorities and interests of both Parties.
Article 2
The Parties agree to cooperate, through the competent authorities, in the following areas:
1. Exchange of information, technology, scientific research and results, as well as implementation of joint programs in the field of agriculture;
2. Promote cooperation between companies in the field of agriculture and related sectors;
3. Cooperation in the areas of veterinary and phytosanitary, related to cattle breeding for production of milk and milk products;
4. Cooperation in the field of plant health, plant protection, including seeds and other planting materials;
5. Cooperation in the field of agricultural biotechnology, and development of quality policies in agriculture;
6. Cooperation in the field of agricultural mechanization and creation of methodology development for Agricultural and Veterinary Research Institutes;
7. Cooperation in the field of development of grain sectors;
8. Cooperation in the field of guaranteeing food and nutritional security.
Article 3
For the purposes of implementing this Memorandum of Understanding, the competent authorities of the Parties are:
1. For the Government of the Republic of Serbia - the Ministry of Agriculture, Forestry and Water Management;
2. For the Government of the Republic of Angola – the Ministry of Agriculture and Forestry.
Article 4
The areas of cooperation referred to in Article 2 of this Memorandum of Understanding will be achieved through:
1. Mutual visits by representatives of scientific and research institutions;
2. Organization of meetings, training, seminars and conferences, dedicated to various areas of agriculture;
3. Mutual visits by experts and representatives from the agricultural production and manufacturing sectors.
Article 5
1. The costs of organizing the meetings will be borne by the hosting Party. Each Party must cover the travel expenses of its own delegation.
2. The location, terms and agenda for the day of these meetings will be determined by the host Party.
Article 6
This Memorandum of Understanding applies in full respect of the laws in force in the respective countries, as well as the international obligations assumed by the respective Parties, within the scope of the regional and international organizations to which the Parties are linked.
Article 7
Each Party shall respect the confidentiality and secrecy of documents, information and other data received from or provided by the other Party during the period of implementation of this Memorandum of Understanding and shall not disclose such confidential information to third parties without the written consent of the other Party.
Article 8
This Memorandum of Understanding may be amended, by mutual consent of the Parties, through the exchange of notes, through diplomatic channels.
Article 9
1. This Memorandum is valid for a period of (5) five years. Automatically renewable for equal and successive periods of time, it can, however, be terminated, before the date of termination (6) six months in advance, by express notification through diplomatic channels.
2. The termination of this Memorandum of Understanding will not affect the fulfilment of any activity or cooperation program under this Memorandum of Understanding.
Article 10
Any disputes or differences arising from the interpretation or application of this Memorandum of Understanding will be resolved by the Parties through mutual consultations and negotiations.
Article 11
This Memorandum of Understanding will come into force upon receipt of the last written notification, exchanged through diplomatic channels between the Parties, indicating the completion of the internal legal procedures necessary for this purpose.
Done and signed in the city of Belgrade on 9 th June 2026 in two original copies, each in Serbian, Portuguese, and English, each text being authentic. In case of divergence of interpretation, the English text will prevail.
