O NASTAVNOM PLANU I PROGRAMU OGLEDA ZA OBRAZOVNI PROFIL BANKARSKI SLUŽBENIK

("Sl. glasnik RS - Prosvetni glasnik", br. 11/2005, 21/2007, 8/2009 i 5/2011)

Član 1

Ovim pravilnikom utvrđuje se nastavni plan i program ogleda za obrazovni profil bankarski službenik, koji je odštampan uz ovaj pravilnik i čini njegov sastavni deo.

Član 2

Program ogleda iz člana 1. ovog pravilnika ostvaruje se u skladu sa:

1. Pravilnikom o planu i programu obrazovanja i vaspitanja za zajedničke predmete u stručnim i umetničkim školama ("Službeni glasnik SRS - Prosvetni glasnik", broj 6/90 i "Prosvetni glasnik", br. 4/91, 7/93, 17/93, 1/94, 2/94, 2/95, 3/95, 8/95, 5/96, 2/02, 5/03, 10/03, 24/04, 3/05 i 6/05), i to sa nastavnim planom i programom:

1) srpskog jezika i književnosti;

2) srpskog jezika kao nematernjeg jezika;

3) jezika nacionalnih manjina;

4) ruskog jezika;

5) francuskog jezika;

6) fizičkog vaspitanja;

7) muzičke umetnosti;

8) likovne umetnosti;

9) građanskog vaspitanja i

2. Pravilnikom o nastavnom planu i programu predmeta Verska nastava za srednje škole ("Prosvetni glasnik", br. 6/03, 2/04 i 9/05).

Ovaj pravilnik stupa na snagu osmog dana od dana objavljivanja u "Prosvetnom glasniku".

NASTAVNI PLAN I PROGRAM OGLEDA

 

Područje rada: EKONOMIJA, PRAVO I ADMINISTRACIJA

 

Oblast: EKONOMIJA

 

Obrazovni profil: BANKARSKI SLUŽBENIK - ogled

 

Trajanje obrazovanja: četiri godine

Cilj ogleda:

Unapređenje kvaliteta i osavremenjivanje obrazovno-vaspitnog rada kroz:

- uvođenje u svakodnevnu nastavnu praksu savremenih i efikasnih metoda rada sa učenicima;

- uvođenje novog nastavnog plana i programa u cilju ostvarivanja ishoda stručnog obrazovanja i obrazovanja uopšte;

- uvođenje Engleskog jezika kao jednog od obaveznih stranih jezika I ili II u nastavni plan i program prema zahtevima bankarske struke.

- uvođenje drugog obaveznog stranog jezika koga određuje sama škola u kojoj se sprovodi ogled na osnovu strukture upisanih učenika u ogledno odeljenje (da li su učili dva strana jezika u osnovnoj školi i koji su to strani jezici) ali i kadrovskih, organizacionih i prostornih mogućnosti same škole u kojoj se ogled sprovodi;

- povećanje fonda časova vežbi radi uspešnog ostvarivanja ciljeva obrazovanja za ovaj obrazovni profil;

- uspostavljanje višeg nivoa korelacije nastavnih sadržaja;

- izradu kriterijuma ocenjivanja i građenja standarda ocenjivanja učenika;

- proveru koncepta stručne mature.

Uvođenje organizacionih novina:

- prilagođavanje organizacije nastavnog procesa u školi, u okviru godišnjeg fonda časova, a u skladu sa očekivanim ishodima stručnog obrazovanja i uslovima rada u školi i na radnom mestu;

- nastavni sadržaji su organizovani modularno za pojedine opštestručne i sve stručne predmete;

- moduli se realizuju kroz teorijsku nastavu, vežbe i nastavu u bloku;

Očekivani ishodi ogleda

Brzo adaptiranje učenika na uslove rada.

Unapređen i kvalitetan obrazovno-vaspitni rad kroz:

- efikasnije i podsticajnije metode rada sa učenicima primenjene u svakodnevnoj obrazovnoj praksi;

- efikasnije usvajanje generativnih, transfernih i funkcionalnih znanja i veština, relevantnih za buduću profesiju kao rezultat modularnog pristupa;

- ocenjivanje učenika u odnosu na očekivane ishode;

- razvijanje sistema praćenja ostvarenosti nastavnog programa na nivou škole i na nivou Republike.

Trajanje ogleda

Ogled se sprovodi od 1. septembra 2005. godine kroz najmanje tri generacije upisanih učenika. Odluku o prestanku ogleda doneće, nakon procene rezultata, ministar prosvete i sporta.

Način ostvarivanja ogleda

Ogled se ostvaruje na osnovu ovog nastavnog plana i programa.

Nastaviće se sa organizovanjem obuke nastavnika za primene novih metoda rada sa učenicima, primene novog nastavnog programa i objektivnog ocenjivanja u svakodnevnoj obrazovnoj praksi.

Obuka za nastavnike srednjih stručnih škola u kojima se ostvaruje program ovog ogleda, organizuje se u sledećim oblastima koje su bitne za unapređenje kvaliteta obrazovnog rada:

- nova koncepcija obrazovanja (usmerenost na ciljeve i ishode obrazovanja, modularni pristup u obrazovanju);

- stručno usavršavanje nastavnika za primenu novih nastavnih metoda;

- stručno usavršavanje nastavnika u okviru matične struke.

Nastavnici srednjih stručnih škola će u okviru obrazovno - vaspitnog rada primenjivati metode rada i ocenjivanja za koje su obučavani na seminarima.

U okviru Zavoda za unapređivanje vaspitanja i obrazovanja i stručnih aktiva zajednica stručnih škola biće izdvojene ključne teme u okviru kojih je potrebno stručno usavršavanje nastavnika.

Stručni timovi u školama i na nivou Republike će sarađivati na horizontalnom i vertikalnom povezivanju nastavnih sadržaja kako sa autorskim timom, tako i sa predstavnicima privrede.

Planirana je izrada testova sa zajedničkim sadržajima i zajednički postavljenim kriterijumima od strane stručnih timova koji će se formirati pri Zavodu za unapređivanje obrazovanja i vaspitanja - Centru za stručno i umetničko obrazovanje i Zavodu za vrednovanje kvaliteta obrazovanja i vaspitanja.

Način polaganja stručne mature biće propisan posebnim podzakonskim aktom.

Uslovi ostvarivanja programa ogleda

Ogled će se ostvarivati u uslovima svakodnevnog obrazovno - vaspitnog rada u školama.  

Njegovo ostvarivanje podrazumeva uključenost i saradnju nastavnika i pomoćnih nastavnika u okviru stručnih timova i stručnih organa u školama.

Vrsta stručne spreme nastavnika i pomoćnih nastavnika za ostvarivanje oglednog programa propisana je posebnim pravilnikom.

Ministarstvo prosvete i sporta, Zavod za unapređivanje vaspitanja i obrazovanja - Centar za stručno i umetničko obrazovanje i međunarodni programi podrške reformi stručnog obrazovanja pružiće kadrovsku i materijalnu podršku za realizaciju obuke nastavnika, materijal za rad, praćenje i evaluaciju ogleda.

Praćenje i vrednovanje ogleda

Praćenje i vrednovanje ogleda obavljaće Zavod za unapređivanje vaspitanja i obrazovanja - Centar za stručno i umetničko obrazovanje i prosvetni savetnik, a na osnovu posebnog uputstva za praćenje realizacije oglednih programa koje će biti naknadno publikovano.

Primena ogleda će biti praćena najmanje četiri puta u toku školske godine.

Na kraju školske godine, na osnovu različitih upitnika i izveštaja, biće ispitani ishodi obrazovno - vaspitnog rada, adekvatnost ocenjivanja, mišljenja učenika i nastavnika.

Rezultati ogleda biće objavljeni na način dostupan široj stručnoj javnosti.

Izborna nastava sastoji se svake školske godine iz tri časa i to:

- 1 čas nedeljno tokom školske godine izbornog predmeta predviđenog Zakonom: Građansko vaspitanje ili Verska nastava;

- ukupno 2 časa nedeljno dva izborna predmeta predviđena Programom ogleda iz grupe A ili B - svaki po 1 čas nedeljno tokom školske godine (sa mogućnošću realizacije u bloku, ili sa 2 časa nedeljno u toku jednog polugodišta).

Lista izbornih predmeta nije konačna i može se dopuniti na predlog škole koja sprovodi ogled, programom koji je prethodno odobrilo Ministarstva prosvete.

Izborna nastava ostvaruje se iz onih predmeta za koji se izjasni najmanje 30% učenika oglednog odeljenja. U toku školovanja učenik može u zavisnosti od svojih interesovanja i planova za buduće obrazovanje, da bira predmete određene grupe:

- Grupa izbornih predmeta namenjena učenicima koji žele da nastave školovanje (A) koja je strukturirana prema postojećim zahtevima prijemnih ispita na fakultetima i visokoškolskim ustanovama;

- Grupa izbornih predmeta namenjena učenicima koji žele da se zaposle po završetku školovanja (B) koja je strukturirana prema zahtevima ekonomske struke uopšte na ovom nivou obrazovanja i omogućava sticanje dodatnih znanja i veština neophodnih za rad i van bankarskog sektora.

Za svaku godinu učenja propisani su izborni predmeti, što se vidi iz prethodne tabele.

U prvom razredu učenik bira grupu izbornih predmeta tj. dva predmeta od kojih je jedan propisan samom grupom (Istorija - za grupu A ili Muzička umetnost - za grupu B ) a drugi predmet bira između Zdravstvenog vaspitanja i Ekologije.

U drugom razredu učenik može da promeni grupu izbornih predmeta.

Učenik koji je izabrao grupu predmeta B u trećem razredu ne može da je promeni u četvrtom zbog razvojne prirode predmeta Opšta matematika. Sa druge strane učenik koji je izabrao grupu predmeta A u trećem razredu može da je promeni u četvrtom izborom Preduzetništva kao izbornog predmeta.

Ocena izbornih predmeta predviđenih Programom ogleda je numerička i ulazi u prosek ocena na kraju godine.

Ostvarivanje programa ogleda

Predviđen broj učenika u odeljenju je 24.

III NAČIN OSTVARIVANJA PROGRAMA OGLEDA (UPUTSTVO)

Nastavni plan i program za obrazovni profil bankarski službenik - ogled ostvaruje se u školama gde su školski prostor, oprema i nastavna sredstva propisani:

- Pravilnikom o bližim uslovima u pogledu prostora, opreme i nastavnih sredstava za ostvarivanje plana i programa zajedničkih predmeta u stručnim školama za obrazovne profile III i IV stepena stručne spreme ("Prosvetni glasnik", broj 7/91);

- Pravilnikom o bližim uslovima u pogledu prostora, opreme i nastavnih sredstava za ostvarivanje planova i programa obrazovanja i vaspitanja za stručne predmete za obrazovne profile III i IV stepena stručne spreme u stručnim školama za područje rada ekonomija, pravo i administracija ("Prosvetni glasnik", br. 9/91 i 2/98).

Nastavnici sami pripremaju potrebna nastavna sredstva (dijapozitive, grafofolije, šeme i Power Point prezentacije) u skladu sa ovim nastavnim programom, koristeći:

- publikovana multimedijalna nastavna sredstva (štampana literatura, različite publikacije, zbirke dijapozitiva, odgovarajuće video kasete i elektronske publikacije);

- odgovarajuće softverske pakete;

- Internet.

Nastava se realizuje uz korišćenje:

- računara i projektora za Power Point prezentacije;

- skenera;

- dijaprojektora;

- grafoskopa;

- televizora i video rekordera;

- odgovarajućeg kancelarijskog pribora;

- odgovarajuće kancelarijske opreme i alata;

- telefona;

- telefaksa i

- fotokopir aparata.

Detaljna uputstva za ostvarivanje programa data su uz svaki predmet pojedinačno.

CILJEVI PREDMETA

Veštine

Očekivana postignuća na kraju obrazovanja

Razvijanje saznajnih i intelektualnih sposobnosti i sticanje pozitivnog odnosa prema drugim kulturama, uz uvažavanje različitosti, i usvajanje znanja i umenja potrebnih u poslovnoj komunikaciji i opštenju sa drugim govornicima koji se služe engleskim jezikom kao sredstvom komunikacije.

Razumevanje govora

Od učenika se očekuje da:

• razume usmenu poruku iskazanu savremenim jezikom, bez nepotrebnih leksičkih i sintaksičkih složenosti, i to na nivou globalnog razumevanja (da shvati osnovno obaveštenje iz poruke), na nivou selektivnog razumevanja (da uoči traženu informaciju) i na nivou razumevanja implicitnog sadržaja (da shvati intonaciju poruke, odnosno nameru govornika);
• razume potrebe klijenta i na njih adekvatno reaguje.

Usmeno izražavanje i interaktivna komunikacija

• učestvuje spontano u jednostavnom razgovoru o bliskim temama i poslovima iz delokruga rada;
• izražava svoja uverenja, stavove, slaganja i neslaganja;
• prenese obične informacije, traži i sledi jednostavna uputstva;
• postavlja pitanja da bi pojasnio ono što je upravo rečeno;
• rezimira kraće delove pisanog teksta, jednostavnim jezičkim sredstvima;
• koristi jednostavne izraze kako bi saopštio suštinu onoga što želi da kaže.

Razumevanje pisanog teksta

• čita, sa zadovoljavajućim stepenom razumevanja, kraće jednostavnije tekstove koji se odnose na njegovo područje rada i interesovanja;
• pronađe u tekstu relevantnu informaciju i dopuni je informacijom iz nekog drugog pisanog izvora kako bi obavio postavljeni zadatak;
• identifikuje nepoznate reči na osnovu poznatog konteksta, kada se radi o sadržajima u vezi sa njegovim profesionalnim aktivnostima i ličnim interesovanjima.

 

Pismeno izražavanje

• vodi kratke beleške i piše lična pisma da bi tražio ili preneo informacije, iskazao osećanja, iskustva i dešavanja;
• vodi neophodnu poslovnu komunikaciju radi uspešnog obavljanja posla.

RAZVIJANJE KOMPENZACIONIH STRATEGIJA

Učenik se osposobljava da:

- razume značenja složenih reči sastavljenih od elemenata koji su učeniku poznati i koji se kombinuju u skladu sa produktivnim pravilima o građenju reči, pod uslovom da proces građenja reči ne uključuje značajnije fonološke promene u konstituentnim elementima;

- razume značenja nepoznatih elemenata na osnovu datog konteksta sa poznatim elementima, pod uslovom da se kontekstualni podsticaji mogu lako prepoznati i tumačiti;

- uoči razlike u značenjima reči koje pripadaju istoj jezičkoj porodici ili derivaciji;

- opiše lica i predmete parafraziranjem koristeći opšta fizička svojstva, posebne karakteristike i namenu;

- opiše svojstva i kvalitete koji se odnose na opšta i posebna fizička svojstva i namenu;

- zatraži pomoć, obaveštenje i sl.;

- se izvini zbog nepoznavanja društvenih normi i običaja.
